Duties

As a Lead Grants Management Specialist, you will:
  • Oversee administration matters, including voucher examination, audit resolution and disallowance of costs claimed, and awardee performance, often leading to award termination.
  • Serve as a primary or secondary point of contact for program officials on all grants management matters regarding the programs the incumbent is supporting.
  • Provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Report on the status and progress of work, to ensure methods, deadlines, and quality have been met.
  • Represent ARPA-E as the program's grants management authority at conferences and meetings.
  • Participate in ARPA-E and Team management initiatives and acquisition policy development.
  • Manage the most complex financial assistance actions to include Funding Opportunity Announcements, business/cost evaluation of applications and close out of awards.
  • Direct staff in the conduct of negotiation, award, administration, termination and closeout of all levels and types of financial assistance.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
  • Providing leadership to acquisition staff and customers during pre and post-award negotiations.
  • Managing and prioritizing your own financial assistance actions a well as others to include the development of Funding Opportunity Announcements (FOA), business and cost/pricing evaluations and/or the close-out of awards and cooperative agreements.
  • Guiding staff in the conduct of negotiations, award, administration and termination of all levels and types of financial assistance actions for the grants program.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.

FEDERAL REQUIRMENT FOR COVID-19 VACCINATION:

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's My Energy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.
