Duties

The incumbent will have experience working collaboratively with managers, senior-level staff, and colleagues in a complex and multi-faceted environment. The ideal candidate will have a proven track record for producing detailed, accurate work and an impeccable professional reputation. The incumbent will need to communicate with diplomacy and possess excellent judgment, strong interpersonal, organizational, and analytical skills. This position requires the ability to work independently with minimal supervision as well as work on a team with highly engaged internal and external stakeholders.

The duties of the position may include, but are not limited to:
  • Serving as internal DSO subject matter expert on procurement.
  • Developing and advocate for our multi-year strategic procurement plan.
  • Enhancing and implement internal DSO procurement policies and procedures.
  • Managing the AO COR Certification Program procedures for DSO.
  • Reviewing procurement packages before submission to PMD and provide feedback that will enhance the submission.
  • Developing and submit complex procurement actions.
  • Conducting COR file reviews.
  • Maintaining the DSO Procurement SharePoint site. Regularly update templates and guidance.
  • Contributing to relevant sections of the DSO internal controls manual.
  • Developing an annual procurement calendar to ensure all actions are included in the DSO acquisition plan.
  • Partnering with DSO and PMD staff to significantly reduce or eliminate barriers to contracts being issued.
  • Designing, lead and/or facilitate procurement training for DSO staff. Serve as faculty for DSO-hosted conferences and participate in virtual meetings specifically geared towards defender staff.

  • All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing acquisition consultation to IT program managers, technical and financial specialists, and others on IT acquisition strategy and contract management.
