Responsibilities: GLOTECH, Inc. seeks a COMSEC Custodian /Special Device Inventory Manager (OCONUS) to join our team in support of our military client. This position requires an active Secret government clearance. Deployment position to Kingdom of Saudi Arabia, centralized in Riyadh with Temporary Duty (TDY) support out to Eastern and Western Fleet Headquarters and surrounding operational sites. Deployment position in Bahrain via TDY for the purposes of receipt and transfer of COMSEC equipment, documents, keying, and other materials as required by the USG COMSEC Manager in support of Royal Saudi Naval Forces (RSNF) C4I foreign military sales cases.The COMSEC Custodian/Special Device Inventory Manager performs receipt, temporary storage, and transfer services for US DoD - provided single or two-person special access control devices, COMSEC equipment, FMS customer host nation provided COMSEC equipment, documents, keying, and other materials; train FMS host nation personnel in the proper custodianship, safeguarding, and operation of DoD-provided special devices, COMSEC equipment, and materials, including keying materials; and conduct periodic inventories and inspections of DoD-provided special devices, COMSEC equipment, documents, and materials, including keying materials. Routine Work Responsibilities:Performs the necessary processes which include receipt and updating of the inventory database. When a shipment of special access control devices and/ or COMSEC equipment arrives.Safeguards and distributes special devices, COMSEC equipment, and material to work locations.Addresses obsolescence and facilitates any repair or disposal of special devices, COMSEC equipment, and material. Provides installation support of systems and special devices, and performs troubleshooting Compiles and submits inventory reports to relevant US agencies.Updates the inventory status at COCOM meetings (eg, Command Control Interoperability Board (CCIB), Communications Working Group (CIWG)). Submits transfer, destruction, and possession reports to the appropriate USG and/ or US DoD office when required Serves as the liaison between KSA and controlling authorities such as COCOM (which includes Central Command (CENTCOM), US Naval Forces Central Command (NAVCENT), USMTM, etc.), US Navy, NSA, US Office of Defense Cooperation (ODC), and Purchaser's Defense agencies for US special access control devices and / or COMSEC equipment. Coordinates with the ODC for the appropriate FMS case for repair or replacement of faulty equipment. Provides special inventory and / or COMSEC subject matter expertise for various technical investigations necessary to resolve in-the-field problems at central as well as remote sites.Attends relevant US training or conferences to ensure that they are knowledgeable and updated on controlled cryptographic items, special access control devices, COMSEC equipment, and policies. Provides training and technical support, including COMSEC Responsible Officer training, to KSA personnel in the proper custodianship, safeguarding, and operation of DoD-provided special inventory, COMSEC equipment, keying, and other materials to include installation of equipment, loading and zeroing equipment, trouble-shooting (when necessary), and emergency destruction procedures to satisfy requirements for secure interoperability whenever there are new personnel, equipment, policy, or procedures on-board that requires it.Participates in relevant stakeholder meetings to include briefing and drafting Meeting Minutes regarding special access control devices and/or COMSEC equipment. Keeps informed, via relevant stakeholder meetings and notifications from USG agencies, of any new requirements or modifications to existing requirements to be serviced by the special inventory control and /or COMSEC account. Provides a Trip Report when travel for a special inventory and / or COMSEC-related meeting are conducted inside and outside of KSA.Develops and maintains a Distribution Plan to ensure strict control of each item of keying material whenever operational requirements necessitate that material be turned over from one shift to another or from one individual to another. The Distribution Plan shall also address frequency and coordination of training.Provides equipment necessary to perform and maintain special inventory and/ or COMSEC-related tasks (eg, cables and office equipment).Strictly adheres to US DoD policies, National Advisory Group (NAG) 14C and 18A Doctrines, National Security Telecommunications and Information Systems Security Instruction (NSTISSI) 4000 Series, National Security Agency (NSA) COMSEC policies, and Combatant Command (COCOM) Memorandum of Agreements (MOAs).Performs the following security I Information Assurance (IA) procedures: Reports any security violations to the USG COMSEC Manager regardless of severity. Reports any incident that affects their ability to maintain a SECRET security clearance. Completes and maintains annual DoD IA training.Coordinates facility and security management with the COCOM and COR.Maintains a directed currier card for transport of COMSEC devices and material. Qualifications: Minimum Qualifications:Minimum of a High School Diploma and a minimum of 5+ years of relevant COMSEC support and/or industrial security experienceMust possess & maintain at least a DoD Secret clearance with the ability to obtain a Top Secret / Sensitive Compartmented Information clearance, if requiredWorking knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidanceAbility to implement/manage industrial security processes/best practice standardsCapability to interpret and administer security doctrine, provide clear guidance to personnel, and recommend modifications to operations policies or procedures as appropriateAptitude to develop and establish an effective security awareness, training, and education programAbility to track and conduct COMSEC material inventoriesAbility to maintain lock & key records and conduct physical security walkthroughs to protect property and personnel against fire, theft, vandalism, illegal entry and other hazardsAbility to investigate and report suspicious or unusual occurrences and coordinate and operate with security management and law enforcement agencies, as requiredAbility to issue employee identification cards, maintain related records, and validate authorization for employee/non-employee access to restricted areasBasic knowledge on processing personnel for security clearancesAbility to conduct initial security briefings, debriefings, indoctrinations, pre- / post-foreign travel briefings and refresher briefings, as appropriateAbility to support Defense Security Service (DSS) or other customer security assessmentsCommunication skills to maintain a positive on-going relationships with internal / external customersAbility to conduct briefings and participate in technical meetings with internal / external customersBasic knowledge of conducting security incident / violation investigations and developing a final reportAbility to compile data and provide necessary metrics or performance highlightsFirm understanding of what constitutes personally identifiable information (PII) and / or company proprietary and safeguarding methods to prevent unauthorized accessDesired Qualifications:Familiar with Navy Radio systems Knowledge of integration of Crypto systems into existing communication systemsExperience building cables for audio systemsNavy C school electronics training or similarFamiliar with system checkouts on board ships and Navy shore stationsCRO for type 1 CryptoLevel 1 Board level Maintenance experienceA self-starter who requires minimal supervisionGLOTECH, Inc. is an Equal Opportunity/Affirmative Action Employer - Minorities/Females/Protected Veterans/Individuals with Disabilities.
