Position Objective: Provide services as a Human Resource Specialist in support of the Scientific, Operations and Administrative Resources (SOAR) program at various Institutes and Centers within the National Institutes of Health (NIH). Duties and Responsibilities: + Provides support in administering HR policies and procedures. + Collects and analyzes HR data and makes recommendations to management. + Processes human resource documentation according to established procedures. + Conducts new hire orientation and provides support during the onboarding period. + Researches and recommends internal HR office related policies and procedures. + Provides support within a specialized area of HR including benefits, compensation, recruiting, performance management or employee relations. + Audits records and documents for HR regulatory compliance. + Coordinates implementation of services, policies and programs related to HR. + Performs other duties as assigned.[SR3] Basic Qualifications: + Bachelor's in Human Resources, Organizational Development + Level 1 - requires 3-4 years of relevant experience. + Level 2 - requires 5-7 years of relevant experience. + Experience performing human resource functions, to include drafting policies and procedures. + Knowledge of commonly used human resource concepts, practices and procedures. + Proficiency with MS Office Suite. + Strong interpersonal communication skills Minimum Qualifications: + Ability to communicate effectively, orally and in writing, with non-technical and technical staff. + Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
