POSITION OVERVIEW: Non-exempt; full-time; 40 hours per week; Monday - Friday; 7:00 am - 3:30 pm; full-benefits * Placement as Inspector, Electrical Inspector or Plumbing Inspector can occur depending on qualifications of selected candidate. This technical position involves independent on-site inspection of primarily residential building, plumbing and electrical installations to assure compliance with State and County regulations and requirements. Supervision is received from a Chief Inspector and/or the Manager of Inspection Services. ESSENTIAL DUTIES AND JOB RESPONSIBILITIES * Inspect building, plumbing and electrical installations during construction; examine completed installations for use of proper materials and procedures * Maintain records of inspections * Check plans and specifications for installations * Confer with the a Chief Inspector on difficult enforcement problems * Respond to electronic, telephone and in?person inquiries regarding residential building, plumbing and electrical code requirements and other departmental issues * Drive a County vehicle to various sites throughout the County to inspect building, plumbing and electrical installations during construction and upon completion to assure the use of proper materials and procedures * Prepare and maintain forms and reports related to inspections performed * Access the permits tracking system and other automated data sources to research, review and verify information * Participate in the nonresidential inspection of building, plumbing, electrical and other possible trades, as needed * Perform building, plumbing and electrical plan reviews on commercial projects and other structures, as needed * Perform other related duties as required To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. * High school graduation or the equivalency * Minimum 10 years building, plumbing and electrical installation work experience * Possession of the following certifications or ability to obtain, and maintain, the following certifications within six (6) months: * ICC Residential Building Inspector - B1 * ICC Commercial Building Inspector - B2 * ICC Accessibility/Plans Examiner - 21 Possession of the following certification or ability to obtain, and maintain, the following certifications within 18 months: * ICC Combination Residential Inspector - B1, B2, 21, P1, E1 and M1 Possession of a valid automobile operator's licenseNOTES: * Possession of a State of Maryland Master Plumber's or Electrician License (or a comparable license from another jurisdiction with ability to obtain this license by reciprocity within 30 days after hire), will reduce years of plumbing/electrical installation work experience to 7 years. * Master Electrician's meeting all stated qualifications will be hired at higher salary grade with a starting hourly rate of $24.82 per hour * Master Plumber's meeting all stated qualifications will be hired at a higher salary grade with a starting hourly rate of $26.55 per hour KNOWLEDGE / SKILLS / ABILITIES: * Ability to obtain a Frederick County Employee Driving Permit * Considerable knowledge of the methods and practices involved in installing, repairing and maintaining a variety of building, plumbing and electrical installations * Working knowledge of the International Building Code, Plumbing Code and the National Electrical Code * Ability to obtain, and maintain, the following certifications within 12 months: ICC Combination Residential Inspector - B1, P1, E1 and M1 * Ability to effectively understand and interpret plans and specifications * Ability to determine any violations of applicable codes and ordinances; to evaluate corrective actions and to approve work Ability to effectively access and utilize computerized systems and equipment * Ability to develop and maintain effective working relationships with contractors, co-workers, and the general public * Effective spoken and written (English) communication skills with the ability to effectively complete required paperwork PREFERENCE MAY BE GIVEN FOR: * Work experience as a building, plumbing or electrical inspector PHYSICAL REQUIREMENTS / WORKING CONDITIONS: * While working in this position, the employee isconstantly driving; frequently sitting, walking, stooping/kneeling/crouching, reaching and performing repetitive motions; occasionally climbing; and rarely crawling, lifting up to 20 pounds; and pushing and pulling up to 40 pounds * While working in this position, the employee is frequently working indoors and outdoors, walking on uneven ground, working in dusty and noisy environments; occasionally working in hot temperatures above 100 degrees and cold temperatures below 32 degrees and working near machinery; and rarely working in confined spaces, at heights and below ground level, works near chemicals or fumes, has potential exposure to infectious diseases and is required to wear protective equipment ADDITIONAL INFORMATION / EXAMINATION PROCESS * Available for varied working hours as needed * This position is subject to random drug testing KIND OF EXAMINATION (may include): 1) An evaluation of training and experience 2) A written examination 3) One or more interviews 4) A pre-employment physical examination and drug test This description reflects management's assignment of essential duties; it does not proscribe or restrict the tasks that may be assigned.
