Responsibilities Serves as the Chief Financial Officer for Marine Corps Community Services (MCCS) and Deputy Director of Resource Management, Business and Support Services Division (MR). Directs programming for the management of MCCS financial resources to maintain integrity of financial management systems and exercise control over financial resources. Provides executive level financial advice to the Director and Deputy Directors, MR. Provides authoritative financial advice and guidance to MCCS Directors and financial managers in Marine Corps field activities. Plans, manages and leads the execution of the Directorate's programs, formulates program policy, procedures and metrics to ensure consistency with higher headquarters and standardized direction to field components and commands. Evaluates and formulates recommendations to enable improved program functionality, methodology, and quality of products and services. Directs all financial strategies and translates into organizational action. Ensures appropriate inspection and performance management. Ensures resource allocation and facility sustainment strategies. Continously analyzes operations for improvement and program optimization. Provides oversight of the Finance and Shared Serves Directorate Branches. Addresses administrative, technical, logistical and protocol aspects of functions, projects, programs and events from initial conception through completion and evaluation to ensure efficient and effective overall operation, cost effective procurement methods, effective use of technology and a robust communication strategy for complex high visibility Directorate plans that significantly affect overall operation and credibility of the agency. Provides expert advice and direction on appropriate products or services for customers to define program scope, requirements and deliverables when groups have complex characteristics, ie, diverse social, economic backgrounds or special needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives. Consolidates Branch needs and identifies, analyzes, specifies, designs and manages functional and infrastructure requirements to translate into technical requirements used for logical design and alternative approaches to use technological resources and capabilities to support existing resources and future needs. Establishes minimum standards governing the program, policy, procedures and personnel. Resolves matters involving: difficult technical problems, application of new or questionable techniques and methods, further clarification, explanation and negotiation with the Director, MR. Provides expert explanation on application of regulatory and legal requirements relevant to problem situations. Establishes and ensures development of minimum standards: to apply methods and techniques to Marine Corps operations that are new in the federal sector or locality; to incorporate new services into existing programs; to establish new or expanded services for groups Marine Corps wide, or for patron groups having special problems or situations.Reviews and assesses proposed changes to program plans and project proposals to ensure maximum effectiveness and efficiency, that statutory and regulatory requirements are met, and to insure changes do not include provisions contrary to basic law.Oversees financial planning, budgeting and allocation for all Appropriated Fund (APF) and Nonappropriated Fund (NAF) resources based on validated, prioritized and integrated requirements, and monitors program execution. Provides overall MCCS Finance, and Accounting policy and oversight. Formulates recommendations relative to processes, computer systems and configurations in support of MCCS-wide and MR finance and accounting operations.Assisted by the Legal Branch, assesses the impact of proposed legislative and regulatory changes, and how they might affect the management of MCCS resources. Reviews, develops, recommends, and coordinates plans and policies for MCCS resource management. Directs the development of financial and accounting data, provision of appropriate expertise and insights, securing of legal opinions, preparation of position papers or legislative proposals in the development of Marine Corps goals and objectives for MR.Plans, organizes work, and manages internal processes and resources to ensure maximum productivity and economies of scale. Oversees preparation and approves all internal and external financial reports of MR and consolidated financial reports of MCCS. Responsible for maintaining appropriate financial and accounting records in accordance with DoD, DoN and Marine Corps policy, as well as Generally Accepted Accounting Principles (GAAP) and private sector industry standards. Responsible for preparation and Board of Directors' approval of annual MCCS operating and capital budgets. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's Degree in Accounting or Financial Management, or a related field appropriate to the work of the position AND Ten years of experience in a senior financial management position at the Headquarters (Policy) level, or private sector equivalent, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to the gained above, OR appropriate experience that demonstrates that the applicant as acquired the knowledge, skills and abilities equivalent to that gained in the above. Masters' of Business Administration (MBA) or Certified Public Accountant (CPA) is strongly preferred. Experience that demonstrates: skill to direct programming for the management of financial resources to maintain integrity of financial management systems and exercise control over financial resources; develop, coordinate and maintain an integrated system of financial staff services to include: centralized accounting, budgeting, financial management reporting, auditing, credit analysis, and treasury; and coordinate long range, strategic planning and short term operational budgeting Ability to deal with individuals at all levels including representatives in Congress, Department of Defense officials, executive level personnel, senior military representatives, and other comparable entities. Knowledge of military command structure, mission, programs, and organizational relationships. Comprehensive knowledge of governmental planning, programming and budgeting regulations, guidelines and processes. Knowledge of military principles governing MCCS operations a plus. This position had been determined as Non-critical Sensitive. As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information.Eligible for incremental telework as determined by MR/MF policy.
