Job Summary ASSIGNMENT DESCRIPTION: S&T Programmatics Officers apply technical and programmatic management expertise to investigate Government and industry R&D programs, determine resource requirements, and direct activities that create customized methodologies and products to address a variety of geospatial-intelligence problems. They recommend ways to facilitate technology transfer and insertion and may develop multiple intelligence-related products and methods. They collaborate with Scientists and other experts to research advanced solutions, test products and methods, and develop new capabilities and associated tradecraft. They provide technical guidance and oversight, conduct technical outreach, and interpret technical information for non- scientific audiences. Additional Job Information ADDITIONAL INFORMATION: This position works hand-in-hand with the NGA Research technical offices and pods to: Develop and execute strategies to maximize return on NGA research and development (R&D) investments by aligning R&D to customer needs and facilitating adoption of technology solutions. Specific duties include: * Develop, maintain, and expand internal NGA relationships and external Intelligence Community (IC) and Department of Defense (DoD) relationships, to become a trusted advisor for identification, evaluation, specification, development, testing, and deployment of technology solutions to NGA, IC and DoD geospatial intelligence (GEOINT) challenges. * Engage with NGA, other IC, and DoD components to discover unmet needs and convey such needs to NGA Research scientists for solution design. * Engage with NGA, other IC, and DoD components to convey information about emerging technology capabilities from NGA Research. * Identify opportunities for collaboration within NGA and with other IC or DoD research organizations, industry or academia for solution design and development. * Assist NGA Research scientists with R&D program design, addressing required performance metrics, milestones, operational environments and constraints, and deployment deadlines. * Establish customer relationships between internal NGA or external IC and DoD components and NGA Research scientists conducting research on viable solutions. * Facilitate communication and collaboration between customers and NGA Research continually throughout the duration of R&D projects, amending project plans as customer needs and technical capabilities evolve. * Solicit customer participation in R&D project pitches and reviews and attend project reviews to represent customer requirements. * Provide technical, business, and programmatic expertise to assist the Transition Lead in the assessment of technology transition plans drafted by NGA Research scientists. * Maintain and make accessible records of technology transition activities including customer requirements, success stories, best practices, and lessons learned. This position may be eligible for an INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. Mandatory Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated ability to develop a working knowledge of a wide range of technical disciplines underlying GEOINT capabilities. 2. Demonstrated proficiency of interpersonal skills and ability to tailor communications to a variety of audiences; in particular, the ability to convey relevant information, verbally and in writing, about highly technical solutions to audiences with varying levels of technical expertise. (work samples requested) 3. Familiarity with, or demonstrable ability to develop familiarity with, Government acquisition regulations and Government acquisition programs. 4. Demonstrated ability to use logic, analysis, synthesis, creativity, judgment, and systematic approaches to gather, evaluate, and use multiple sources of information to inform decisions and outcomes. EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Engineering, Optics, Mathematics, Physics, Biology, Chemistry, Geology, Earth Science, Computer Science, Data Science, Multi-Media, Social Sciences or in a related discipline that included 24 semester hours in those fields or Artificial Intelligence/Machine Learning, Cybersecurity, Geographic Information Systems, Remote Sensing, Data Analysis/Visualization, Math, or Computer Science. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 5 years professional experience in any of the areas listed above or one or more of the following fields: Intelligence; DoD Intelligence Surveillance and Reconnaissance, remote sensing, field/laboratory experimentation, laboratory infrastructure/IT or technical writing that demonstrates the ability to successfully perform the duties associated with this work. Highly Desired Qualifications QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience applying analytical and evaluative techniques to identify, consider, and assess technologies for maturity, cost, and supportability, as well as working knowledge of Government and industry technology transition best practices. 2. Demonstrated experience supporting successful technology transitions with external customers. 3. Demonstrated experience constructing and managing R&D programs in accordance with the Heilmeier criteria, as well as drafting statements of work, deliverables requirements documents, and realistic program milestones for R&D programs. 4. Experience of five years or more with DoD or IC R&D programs. 5. Demonstrated experience working on R&D projects within an organization, the DoD and/or IC. Additional Job Requirements You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs. Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus.
