Duties

The major duties and responsibilities include but are not limited to:
  • The incumbent supports daily operations, such as program and office operations planning, maintenance of files for program and office business, scheduling meetings in support of CRH leadership, evaluating administrative program issues, correspondence control, action items, providing customer service, acting as liaison with individuals and groups within and outside the office, and board or committee-related work and data analysis and abstraction. Provides critical analysis, evaluation, and operations management for Mental Health spoke sites in all VISN 5 facilities and CBOCs.

    Builds cost avoidance models and generates a business plan for each VISN 5 Mental Health spoke
    site utilizing the Business Information Services Library (BiSL) and CRH application data, which is used by the CRH Director, Section Chief, and the VISN 5 Steering Committee to determine where spoke site services will be provided, and the number of staff needed at each site.

    Manages Telehealth Service Agreements and clinic set-up at host and spoke sites.

    Incumbent assists in managing and coordinating all administrative aspects of MH CRH Service. Develops administrative procedures for emergency plans, safety drills, and no-show and cancellations policies that are used in Mental Health sites throughout the VISN.

    Prepares and reviews purchase orders for Telemental Health supplies and non-expendable property and equipment, to include personal computer hardware, software, and other specialized equipment necessary to the effective function of the office/service.

    Provides financial information and analysis to leadership. Identifies available resources, monitors Service demand and requirements, and makes recommendations to management regarding needs, distribution, or redistribution of these resources.

    Independently produces documents ranging from memorandums to complex reports, including technical graphs and spreadsheets, using a variety of software programs, dashboards, and tools, such as VHA Support Service Center (VSSC) reports, Corporate Data Warehouse and, Pyramid Analytics.

    Conducts studies, surveys, and submits and validates surveys and reports pertaining to performance measures and other VA or other Congressional and Federal Agency surveys and inquiries.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the ability to research and assemble data, prepare and analyze program status reports for review at all levels; the knowledge and skill in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work; skill in applications of fact-finding and investigative techniques; producing documents ranging from memorandums to complex reports, including technical graphs and spreadsheets using a variety of software programs, dashboards, and tools, and performing program cost analyses. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. Occasionally incumbent is required to carry light objects, such as files, mail, supplies and papers. Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
