Duties

  • Serves as primary liaison for administrative matters regarding ELEH participant onboarding and HR administration. Responds to inquiries from management, staff, Administrative Specialists in the regions and in headquarters, Regional Information Security Administrators, IT coordinators, and Financial Institution Specialist (FIS) program participants regarding policies and procedures for various administrative matters related to the ELEH program.
  • Responds to all program inquiries and serves as point-of-contact with staff from Divisions and Offices who support the ELEH program to plan onboarding and resolve problems related to laptop creation, HR documentation and CHRIS status, badging requirements, relocation paperwork, FDIC-issued credit cards, logon capabilities, and access to Computer-Based Instruction modules.
  • Develops and implements systems and procedures to facilitate ELEH participant onboarding, collects questions and concerns, and identifies onboarding process improvement. Analyzes program results, findings, and patterns and recommends changes.
  • Identifies, analyzes, and resolves or provides recommendations to maintain program operations. Independently identifies and resolves conventional problems. Adapts existing plans and techniques to accomplish program goals.
  • Participates in the development and drafting of summary information, memoranda and articles related to the review and assessment of programs, project results, and evaluation of operations and ELEH programs. Drafts and/or executes communications that may serve as reference materials and/or program email, social media, and newsletter updates.
  • Serves as moderator for FIS program orientation sessions, and ensures deadlines, records, correspondence, and resources are handled in accordance with program guidelines.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-09, applicants must have completed at least one year of specialized experience equivalent to at least the CG-07 grade level or above in the Federal service. Specialized experience is experience providing assistance in preparing personnel actions, drafting correspondence, arranging travel, maintaining and tracking information, and reviewing policies and procedures to assist employees;

OR
EDUCATION: To qualify based on education; applicants must possess a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related.
OR
COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-09 level.

To qualify for the CG-11, applicants must have completed at least one year of specialized experience equivalent to at least the CG-09 grade level or above in the Federal service. Specialized experience is experience providing administrative support including preparing personnel actions, drafting and reviewing correspondence; arranging travel; gathering, analyzing and tracking data; and interpreting and applying policies and procedures to provide guidance to employees, supervisors and senior management;

OR
EDUCATION: To qualify based on education; applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related.
OR
COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-11 level.
