Duties

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
  • Coordinates with Department resource management personnel and exchanges ideas on future programs and current problem areas; maintains awareness of new, proposed, and revised long range budget issues; analyzes new or proposed legislations or regulations to determine impact on program; and effectively and efficiently implements changes.
  • Provides coordination and support to the Chemical Biological Defense Program (CBDP) Program Objectives Memorandum (POM) build process.
  • Ensures POM requirements and data calls are fulfilled accurately, within established deadlines and reflect consistency of message with previous submittals.
  • Works with other CBDP stakeholders to ensure the POM and strategy reflects a programmatically balanced allocation of resources within fiscal constraints and in alignment with Departmental priorities.
  • In coordination with RD-CB staff, reviews and assesses unfunded requirements and provides recommendations to Department leadership as to priority rankings.
  • Develops, coordinates and submits sound, defensible Unfunded Requirements (UFR) justification packages as required.
  • Because of the complex and innovative nature of the work involved, the incumbent routinely provides substantive written and verbal guidance to Science and Technology Managers and Research Portfolio Leads on behalf of RD-CBW.
  • Participates in action officer level meetings conducted by the CBDP in accordance with the CBDP Business plan and the DoD directive and instruction on roles and responsibilities for the CBDP.

  • This is an Acquisition Workforce position in the Program Management career field.
  • The incumbent will be required to become certified at Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend beyond 24 months.
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2-year CLP period, with a goal of at least 40 annually.


Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Plans, leads, conducts, and presents complex financial analyses and uses analysis techniques in support of DoD's Planning, Programing, Budgeting, and Execution (PPBE) processes and Department of Defense (DoD) Program Objective Memorandum (POM) submissions.
  • Plans, develops, and evaluates analytical and assessment methodologies to provide critical decision analyses.
  • Executes multiyear financial program management.
  • Drafts and presents executive level reports and briefs.
  • Manages organizational processes.
  • Reviews financial plans. Reviews strategic documents in order to conduct the linkages and impacts to organizational level program management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
