Duties

  • Responsible for mission oversight of bureau- wide IT hardware and software, and applications for 508 compliancy and liaison between the Bureau and Department's 508 compliancy program.
  • Plans & assigns work to be accomplished based on priorities, availability of resources, consideration of the difficulty & requirements of assignments, and employee skillsets, and sets/adjusts short-term priorities & schedules for completing work.
  • Plans & implements security training, practices, measures & tools to protect computer systems, networks & data, remains up to date on current security intelligence practices, cyber-threat attacks & vulnerability bulletins to counteract data breaches

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year probationary period, unless excepted by regulation.
  • New supervisors must successfully complete a 1 year probationary period.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Provides proposals for new initiatives that include detailed cost analyses and, when appropriate, anticipated public responses.
  • Customer Service - Performs project management for new projects, acting as liaison between contract developers (as needed) and internal customers.
  • Oral Communication - Interacts with nongovernmental contacts that includes public affairs, press, and web staff.
  • Problem Solving - Troubleshoots and resolves technical problems with the design and delivery of Internet services.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    -Experience providing advice and guidance to all levels of management on the interpretation of regulations governing information technology (IT) programs.
    -Experience analyzing and evaluating programs and developing new methods to improve IT operations.
    -Experience formulating and implementing policy as it applies to a full range of IT issues.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

    In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
    • Ability to adjust to change, work pressures, or difficult situations without undue stress;
    • Willingness to consider new ideas or divergent points of view; and
    • Capacity to "see the job through."
