Duties

  • Serves as a technical expert on position classification by providing advice and assistance to management and employees in the resolution of position classification in the professional, scientific, administrative, technical, and other fields.
  • Exercises delegated classification authority to analyze and classify a variety of positions to the proper title, series, and grade.
  • Interprets and applies classification standards and supplemental guidelines. Conducts desks audits and supervisory audits on-site or via telephone or video conference.
  • Analyzes information gathered during audits, conducts analyses and writes evaluation statements. Conducts job analyses using subject matter experts to determine the job criteria.
  • Provides management advisory services on conducting desk audits, proposed reorganizations, position management, and other classification issues or problems.
  • Prepares reports concerning classification activities in accordance with established procedures.
  • Explores alternative courses of action with management in an attempt to satisfy management needs while adhering to sound classification and position management principles

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Additional Conditions of Employment:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 15 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

To qualify for GS-12 candidates must also have at least one year of specialized experience equivalent to the GS-11 grade level .

To qualify for GS-13 candidates must also have at least one year of specialized experience equivalent to the GS-12 grade level.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Examples of specialized experience for the GS-12 include: Supporting desk audits; writing lower level evaluation statements; providing support on position management and organizational design; and experience developing organizational charts and supporting higher level specialist who conduct position management analysis.

Examples of specialized experience for the GS-13 include: Evaluating Government-wide and Departmental guideline changes for impact to Classification Programs, Providing classification management advisory services to staff and Managers on conducting desk audits, proposed reorganizations, position management and other classification issues, Serving as the lead technical expert on position classification and position management related issues and assisting with planning and implementing reorganizations and/or commercial activity studies.

The GS-12 salary range starts at $86,335. The GS-13 salary range starts at $103,690. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
