Duties

At the GS-13, the auditor conducts a preliminary analysis related to the engagement topic; the results impact the engagement plan. Develops a comprehensive listing of applicable laws, policies, and regulations; determines the objectives, scope, methodology, resources, milestones, timeframes, and critical path for the engagement, which could involve multiple individuals; incorporates the use of appropriate analytical techniques; plans for the analysis of internal controls and of fraud, waste, abuse, and mismanagement as applicable; plans the coordination of activities with representatives of the Library and others; and plans for benchmarking.

Conducts fieldwork, and gathers evidence that is sufficient and appropriate to fully address engagement objectives and to support findings and conclusions; informs the supervisor promptly of potential findings, issues, or problems with significant impact. Has a comprehensive knowledge of programs, functions, and/or operations at the Library. Has a comprehensive knowledge of relevant laws, policies, and regulations. Exercises excellent judgment in determining compliance, or the extent of compliance, with such laws, policies, and regulations, which may not be completely applicable and/or have gaps in specificity. Performs analytical techniques effectively; has expert knowledge of performing data analysis, document analysis, interviews, and inspections of physical evidence.

Performs oral communication assignments including conducting interviews, leading meetings, and making presentations. Performs written communication assignments including, outlining work performed, findings, and conclusions. Assignments are accurate and grammatically correct and require limited corrections, are comprehensive and objective, are well organized, and flow in a smooth and logical order.

Develops and maintains specialized expertise in subject areas and programs relevant to the Library on an on-going basis; the auditor seeks training, the assistance of experts, certifications and/or advanced degrees, etc. as needed. Demonstrates subject matter expertise in completing work, such as by answering questions asked by other engagement team members, the supervisor, and OIG management in a timely, constructive, and accurate manner.

Interacts with others utilizing standard professional practices as outlined by the supervisor. Performs duties requested, responds expeditiously to detailed feedback from OIG management and colleagues, and offers potential solutions.

At the GS-14, the auditor studies and integrates the findings of a number of audit efforts to provide an expert opinion involving the efficiency and effectiveness of work processes of an organization, program, activity, or function.

Plans, organizes and leads teams or personally conducts broad audits including financial, contract, grant and performance audits. Serves as the agency technical expert for a wide variety of broad operational audit assignments for an extended period of time requiring integrated analysis of a number of different functional areas to determine whether an entity acquires, protects, and uses its resources economically and efficiently; the extent the program has achieved the desired results or benefits; the effectiveness of the organizations, programs and activities; and whether an entity is complying with law and regulations applicable to the program. Provides advice to other auditors on the interpretation of accounting and auditing regulations and the application to controversial problems. Develops new audit approaches where no precedent exists.

Provides expert technical guidance for a wide variety of agency financial review programs in which novel, complex, and controversial conditions exist. Develops audit plans and defines problems areas for overall operational performance compliance requirements. Establishes criteria and coordinates the gathering of information on the operational performance of a major program or entire functional area. Develops unique or extensive probing and analysis methods and techniques to obtain valid information. Chooses audit phases and locations for different organizational management levels.

Makes recommendations for improving operations and/or achieving cost savings or cost avoidance. Participates and often leads entrance, exit conferences on behalf of the OIG. Negotiates difficult and delicate issues with internal and external officials.

Appointee must meet eligibility requirements for a Top Secret Clearance.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

This position is not eligible for permanent remote telework.

Conditions of Employment

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

Upon request, employees must provide proof of vaccination to the Health Services Division.

Consistent with applicable law, the Library will consider individual exceptions to the vaccination requirement based on an employee's medical condition or sincerely held religious belief. Employees with an approved exception will be subject to weekly testing and other COVID-19 safety protocols as directed, including, for example, wearing masks and social distancing.

Education

All auditors must meet the requirements for professional education or possess equivalent experience and education.

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
