Duties

  • You will serve as the Navy's subject matter expert and principal engineer for assessing and assuring industrial shipboard fire safety both in availabilities at public and private yards, and during new construction.
  • You will lead the Naval Sea Systems Command (NAVSEA) Industrial Fire Safety Assurance Group and serve as Deputy Warranting Officer for industrial shipboard fire safety under the authority from SEA 05 (CHENG).
  • You will be responsible for industrial ship fire safety assurance across the NAVSEA enterprise, promoting a culture of perpetual fire safety vigilance, and establishing clear lines of accountability to the Commander, Naval Sea Systems Command.
  • You will serve as the lead for NAVSEA Fire Safety Performance Analysis, including analysis of industrial fire metrics, review/investigation of industrial ship fires, and developing mitigating actions to address risks/issues resulting from such.
  • You will drive all current and future actions resulting from fire reviews/investigations and fire metrics analysis, to completion.
  • You will provide oversight to the development, improvement, review, and content of industrial ship fire safety related technical publications under NAVSEA cognizance.
  • You will conduct periodic reviews across the NAVSEA enterprise, of organizational structure and lines of accountability with respect to the fire safety of ships in all of the cited industrial environments.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering Level III. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.


Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Expertise in Fire Protection Engineering as it applies to shipboard fires in an industrial/new construction environment. This includes knowledge of surface ship, submarine, and aircraft carrier fire protection and detection system design for preventing and/or mitigating shipboard fires; expertise on how fire behaves and spreads onboard ships; and experience with shipboard fire investigations and forensics.

2. Significant knowledge and experience with Navy, Fire and Emergency Services, and Mutual Aid Firefighting doctrine and procedures as they pertain to shipboard fires.

3. Ability to assess and balance current and projected mission requirements and capabilities, and develop and negotiate complex risk based solutions supporting fire safety assurance in an industrial/new construction environment. Ability to identify existing and emerging technologies that have potential for successful exploration and exploitation, to improve the shipboard fire safety posture in an industrial environment.

4. Technical background, education and experience required to address, understand and communicate potentially complex fire protection engineering issues. Experience in presenting and defending controversial issues and requirements with program managers, and senior civilian and military leadership.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Additional information

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
