Duties

  • The C5ISR Center is soliciting candidates to serve as a Division Chief responsible for providing leadership, oversight and management of the assigned Division, consisting of multiple branches.
  • The Division Chief will report to an Assistant Director, and provide mentoring and leadership to all subordinate personnel.
  • Responsibilities include leading a diverse multi-technology research, development and technology integration Division.
  • Responsible for the creation of new programs, the development and identification of novel technical solutions to address existing and emerging Army needs, and the identification of important and relevant new discoveries to meet military requirements.
  • Incumbent will align resources, technical personnel, and technology evaluation support to meet Army goals and deliver transitional technologies and solutions to Army customers.
  • Manages the full range of planning, defining, programming, coordinating and executing programs within their assigned division.
  • Responds to resource actions, customer queries on progress/status.
  • Presents briefings in multiple forums, both inside and outside the C5ISR Center.
  • Advises senior leadership at the Demo Band 5, Senior Executive Service (SES), and/or Flag Officer levels.

  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires in the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires Senior Level III certification in the acquisition career field of Science and Technology Manager. Selectee must obtain certification within 24 months of entrance on duty.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. Note: Waiver is position specific and must be approved prior to being appointed to the position.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Extended probationary period for the Engineer and Scientist Occupational Family is three years.


Qualifications

Candidates will be selected to serve as a Division Chief in the Position, Navigation and Timing (PNT) Division, Research and Technology Integration Directorate.

DUTY LOCATION: Aberdeen Proving Ground, Maryland
Incumbent will guide and oversee research, development, maturation, integration and manufacturing improvements of technologies that enable assured PNT for the US Army Ground Domain, to include mounted and dismount applications. The incumbent will oversee mission and reimbursable resourced programs that provide situational awareness and enable trusted, resilient PNT solutions in a GPS denied / degraded environment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualified candidates must meet the Basic Requirement for the Interdisciplinary Engineer, Physicist, Chemist, Mathematician, or Computer Scientist position. In addition to meeting the Basic Requirement, applicants must have one year of specialized experience at the DB-03 (GS-13 grade level or higher equivalency). For this position education is not permitted to be substituted for the lack of specialized experience.

SPECIALIZED EXPERIENCE is defined as one year of experience equivalent to the DB-03 pay band (GS-13 grade level or higher equivalency) in the Federal Service which includes experience in one or more of the following areas: 1. Leading complex applied research, advanced technology and/or engineering initiatives and programs; 2. Strategic planning, programming and policy initiatives; 3. Managing resources; 4. Developing policies and procedures; 5. Implementing organization initiatives and strategic long term goals; and 6. Presenting briefings at the senior level.

Basic Requirement for Engineer:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience
that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their
applications to one of the branches of engineering. The adequacy of such background must be demonstrated
by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training
(EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto
Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by
means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that
are within or closely related to the specialty field of their registration. For example, an applicant who attains
registration through a State Board's eminence provision as a manufacturing engineer typically would be rated
eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various
States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate
scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics,
hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at
least 1 year of professional engineering experience acquired under professional engineering supervision and
guidance. Ordinarily there should be either an established plan of intensive training to develop professional
engineering competence, or several years of prior professional engineering-type experience, e.g., in
interdisciplinary positions.

OR

Basic Requirement for Physicist:
A. Degree in physics, or related degree that included at least 24 semester hours in physics.

OR

B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24
semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

OR

Basic Requirement for Chemist:
A. Degree in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life
sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics
through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience
or additional education.

OR

Basic Requirement for Mathematician:
A. Degree in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics.

OR

B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least
24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

OR

Basic Requirement for Computer Scientist:
Degree: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
