ODASD E&ER establishes policy and governance for programs and activities that enable resilience and cyber-secure energy for weapon systems and installations. This includes budgetary, policy, and management oversight of programs related to climate change, compliance with environmental laws, prevention of pollution, management of natural and cultural resources, and cleanup of contaminated sites, as well as energy resilience, risk, and performance. Responsibilities: Providing SME support and manage projects for the Office of the Deputy Assistant Secretary of Defense for Environment and Energy Resilience (ODASD EER). Tasks and assignments involve priority issues of ODASD EER such as identifying PFAS-free aqueous film forming foam alternatives, assessing information on burn pits at contingency bases, and energy issues including installation and operational energy research, development, demonstration, and validation. The candidate's involvement would include Research and Development (R&D) project management, outreach and communications, policy analysis, and technical support. The candidate will work at high levels in the Office of Secretary of Defense and coordinate with the Service leads on priority issues to collect and assess information. Often this will be in response to Congressional inquiries. The project manager will participate in activities related to assessing new technologies relevant to DoD environmental and energy missions, responding to congressional inquiries, engaging with principal investigators and the Military Service leads on behalf of ODASD EER, performing analysis, participating in technical and policy meetings, drafting meeting agendas, minutes, and reports. The project manager will managed all aspects of the assignments including staff assignments, preparation of deliverables, and monitoring of financials. Client Engagement: . Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. . Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions Qualifications: Minimum Requirements: Ten years of experience and Bachelor's degree in engineering or scientific field DoD civilian or active duty military experience Possesses a scientific and/or engineering background or knowledge with the ability to understand DoD specific applications and vernacular; Five years of experiene working with DoD installation or operational energy issues Excellent writing and presentation skills Secret clearance required with ability to obtain and maintain a Top Secret clearance Ability to coordinate multi-disciplinary, cross agency teams and manage the preparation of analysis, evaluations, and recommendations for proper implementation; Excellent communication to include technical writing, communicating military engineering and/or environmental concepts to broader audiences, critical thinking, and interpersonal and customer service skills to engage senior US Government personnel; Ability to plan individual efforts and follow through to completion; Ability to multi-task and respond to quick turn-around requests; Overview: Consistent with Executive Order 14042, this position requires proof of COVID-19 vaccination (fully vaccinated), subject to approved ADA or religious accommodations and client requirements.
