The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA. Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. You will interact and support the internal program teams on all contract related matters. You will facilitate internal review of contractual terms and conditions and negotiate those terms with the customer. The position also involves coordinating with the Law Department on new or unusual terms and/or agreements to ensure protection of company interests. Responsibilities: Lead a team in establishing negotiation strategies, negotiating new contracts, and identifying and negotiating contract changes Release internal authorization to proceed, facilitate contract review of new awards and mods, support project set-up based on funding received, and coordinate and manage all contractual direction and communication with customers Advise internal teams on markings requirements and assist in crafting appropriate agreements/terms to protect company intellectual property Monitor contract requirements and associated program funding and deliverables to ensure that contractual obligations are communicated, understood, and followed Ensure compliance with company procedures and government regulations Administer, negotiate, and perform closeout of contracts Maintain an open and healthy relationship with the customer #NGSkills Put your skills to the test by pushing the boundaries of what's possible. This position may be filled as a Principal (3) or Sr. Principal (4) Contract Administrator depending on the selected candidate's experience and education. Basic Qualifications for Principal Contracts Administrator (3): This position emphasized skills and experience. Must have 10 or more years of contract administration or regulatory experience. Will also consider a Bachelor's degree or higher in business, legal or related discipline with 6 years or more of contract administration or regulatory experience Must have or be able to obtain a US Department of Defense (DoD) Secret security clearance (US Citizenship as a pre-requisite) Must be able to travel as needed (up to 10% of the time) Basic Qualifications for Sr. Principal Contracts Administrator (4): This position emphasized skills and experience. Must have 14 or more years of contract administration or regulatory experience. Will also consider a Bachelor's degree or higher in business, legal or related discipline with 10 years or more of contract administration or regulatory experience Must have or be able to obtain a US Department of Defense (DoD) Secret security clearance (US Citizenship as a pre-requisite) Must be able to travel as needed (up to 10% of the time) Preferred Qualifications: Active DoD Secret security clearance Experience in managing complex government contracts General understanding of business, accounting, and financial systems Demonstrated experience in the preparation of proposals Knowledge of government procurement regulations (FAR and DFARS) " Salary Range: 79800 - 119800 Salary Range 2: 99000 - 148400 Employees may be eligible for a discretionary bonus in addition to base pay.
