  • Advises the Chairman, Senior Deputy Chairman, Assistant Chairmen, Chief of Staff, and other members of the senior staff on the formulation and implementation of the Endowment's strategic and performance plans, OMB and Congressional budgets, administrative policies, and operational procedures. Ensures that NEH plans, budgets, policies, and procedures are consistent with priorities established by the Chairman.
  • Supervises the heads of the Endowment's administrative offices which include Accounting, Acquisitions, Administrative Services, Grant Management, Information Resource Management and Human Resources, as well as Planning and Budget. Ensures that unit heads are knowledgeable about the Chairman's policies and priorities. Maintains liaison between the NEH and Office of Management and Budget, Office of Personnel Management, General Accounting Office, Department of Treasury, General Services Administration, Small Agency Council, pertinent committees of Congress, and other government departments and agencies including the National Endowment for the Arts.
  • Manages the agency's internal operations. Oversees agency personnel recruitment, training, and evaluation practices. Maintains oversight responsibility for application and grant processing, grant monitoring, and award closeout procedures. Ensures agency compliance with enterprise risk management requirements. Oversees contracting, acquisitions, procurement, information technology, and assorted support services.
  • Provides overall direction for the agency's budgeting and accounting functions. Oversees the formulation, justification, and execution of the agency's annual budget; monitors the apportionment, allocation, and expenditure of appropriated funds. Manages the Endowment's strategic and performance planning activities and ensures compliance with the Government Performance and Results Act. Oversees the agency's annual financial audit.
  • Oversees labor-management relations and ensures compliance with the agency's collective bargaining agreement. Coordinates the periodic renegotiation of the agency's labor contract. As a member of the Endowment's senior staff, participates in the development of agency policies and priorities. Participates in pre- and post-Council reviews and provides appropriate guidance to division and office heads on agency procedures and policies.
  • Supports the Chairman's Office with the administration, execution and coordination of regular and recurring events such as National Council Meetings, Jefferson Lecture and White House Medals. Represents the Chairman's Office by participating in National Council, pre-council and post-council meetings where grant funding decisions are made as well as serving as a member on the agency's Enterprise Risk Management Board.

This position is in the Senior Executive Service (SES). As a basic requirement for entry into the SES, applicants must clearly show that they possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Mandatory Technical Qualifications (MTQs), and the Executive Core Qualifications (EQCs) listed below. You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable).

Typically experience of this nature should have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

MANDATORY TECHNICAL QUALIFICATIONS (MTQS) : All applicants must submit a written narrative response to the following MTQs. You must address each MTQ separately. Each MTQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issue that you handled.

1.General knowledge of grantmaking for research, education, or related projects in any academic field. Experience overseeing or administering grants or grantmaking programs.
2.Knowledge of Human Resources, Federal acquisition, asset and property management, financial management, federal grant and contract procedures and regulations, and techniques appropriate to oversee agency-wide administrative operations activities and programs.
3.Demonstrated knowledge and experience in planning, developing, and formulating programs, projects, procedures, practices, and policy implementation primarily applicable to the various administrative support areas of the agency.
4. Ability to successfully interact with a diverse cadre of internal and external stakeholders, including senior leadership and staff.

EXECUTIVE CORE QUALIFICATIONS (ECQs) : The narrative responses to the ECQs must not exceed 2 pages for each ECQ, or a total of 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM, do not need to the address the ECQs.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
