Duties

Serves as the technical authority and expert advisor for OCHCO on continuity of operations (COOP) process including during hurricane season and during border crises. Provides interpretation and application of relevant guidelines provided by FEMA, the Secretary's Office, and other Department-wide stakeholders to OCHO management officials.

Designs, develops, implements and administers business continuity programs, plans and strategies for the CHCO. Provides oversight of recovery strategies, crisis management, and business resumption procedures and strategies for different functional areas including OCHCO records management, facilities management, and logistics. In concert with the Management Office of Emergency Preparedness, coordinates disaster preparedness and exercise scenarios focusing on long-range emergency and mobilization planning, manages primary and alternate Emergency Relocation Site activities, and contributes directly to the development of concepts, deployment and implementation plans, which receive the attention of senior leaders in the U.S. Government. Coordinates with representatives, internal and external to DHS Headquarters, in the development of these plans to ensure that they are not in conflict with other plans and that they support the requirements of critical programs. Plans and directs deployment of the advance relocation team and emergency relocation group.

Serves as the technical expert in the registration and tracking of Serge Capacity Force (SCF) and Volunteer Force (VF) volunteers and in addressing human capital questions. Represents Headquarters at monthly SCF working group meetings, develops and implements strategic communications and processes, drafts communications to volunteers and leadership. Develops, recommends and implements policies affecting the accomplishment of the continuity, SCF, records management, facility management, logistics, and VF programs and provides long-range analysis of the potential effects of program actions.

Directs the research and analysis of pertinent issues and action items affecting business continuity and serves as the subject matter lead for current operations in support of the continuity of operations for OCHCO. Continually monitors operations to identify, develop, and refine broad-based strategies to improve the overall effectiveness and efficiency of business continuity operations. Attends and participates in critical DHS and intra-governmental meetings as well as provides liaison with other federal organizations regarding emergency action items, COOP plans, and national security/emergency preparedness events. Critically reviews directives, regulations and guidance impacting DHS-wide human capital programs and emergency operations, including incident management, critical infrastructure and key resources protection, and continuity of operations. Consults with vendors of disaster recovery and business continuity services and products. Studies and determines outside services for use during a disaster situation. Develops requirements documents and researches existing capabilities, attempting to leverage the use of available capabilities and products.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
