The Health Promotion Disease Prevention (HPDP) program manager, under the direction of the Whole Health Medical/Clinical Director, exercises broad supervisory authorities. The Health Promotion and Disease Prevention Program Manager (HPDP Manager) serves as the facility content expert in matters relating to health promotion and disease prevention (HPDP), and oversees the integration of HPDP services into patient care throughout the facility and affiliated Community Based Outpatient Clinics (CBOCs).

Duties include, but are not limited to the following tasks:
  • Perform statistical reporting, evaluation, consultation and collaboration with non-VA facilities as well as other VA health care professionals and administrators.
  • Planning and coordinating the ongoing operations of the HPDP Program.
  • Has both clinical and administrative oversight to the HPDP interventions and services.
  • Leads Facility HPDP Program strategic planning efforts, which identify program challenges, priorities for improvement, and opportunities for disseminating and sustaining best practices;
  • Planned, national Health Risk Assessment (HRA) for Veterans.
  • Responsible for development, implementation, management and evaluation of the Facility HPDP Program based on national recommendations, guidelines and policies;
  • Promotes and utilizes evidence-based guidelines at all stages of program development and implementation;
  • Contributes to systems improvement projects relating to HPDP programs and services;
  • Effectively manages resources allocated for HPDP programs and services;
  • Provides leadership in the development or modification of service delivery processes to support the successful implementation of health promotion and disease prevention programs and services;
  • Designs, organizes and evaluates evidence-based HPDP outreach events;

Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Basic Requirement for Dietitian:
  • Applicants must have earned a bachelor's degree from a U.S. regionally accredited college or university or foreign equivalent and fulfilled each of the following criteria:(a) Completed a didactic program in dietetics accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), formerly known as the Commission on Accreditation for Dietetic Education (CADE)
  • (b) Completed an ACEND accredited or approved supervised practice program. Supervised practice programs are post-baccalaureate degree programs that provide supervised practice experiences which meet the eligibility requirements and accreditation standards of ACEND, formally known as CADE. Completion of a coordinated program in dietetics fulfills the requirements of a supervised practice program. Time spent in a dietetic internship or supervised practice program does not qualify as creditable experience.
  • Licensure: You must be registered with the Commission on Dietetic Registration (CDR), the credentialing branch of the Academy of Nutrition and Dietetics formerly known as the American Dietetic Association (ADA).
Basic Requirements for Kinesiotherapist:
  • A bachelor's degree [or higher from a program accredited by the Commission on Accreditation of Allied Health Education Program, with a concentration/emphasis in kinesiotherapy.
  • A bachelor's degree or higher with a concentration/emphasis in kinesiotherapy or exercise science related field and registered as a kinesiotherapist in good standing with the COPSKT.
  • A master's degree or higher with a degree in exercise science, kinesiology, human performance or a related field, which has been approved by COPSKT and a certificate verifying completion of a Center of Excellence (COE) Kinesiotherapy clinical training program. The completion of the certificate ensures that COPSKT has approved the degree program as part of the application process for the COE internship.
  • Registration: All applicants must be registered in kinesiotherapy in good standing with the COPSKT.
Basic Requirement for Psychologist:
  • Education:
  • Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
  • Have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
  • Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
  • Internship: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. Licensure: Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.

Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade and assignment of candidates.

Program Coordinator, GS-12:
One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to develop, maintain, and supervise a system of internal reviews and direct quality control and performance improvement studies to assure compliance with various accrediting, regulatory, and agency authorities.
  • Knowledge of the principles of program management and oversight required to develop program goals and objectives, administer and monitor program, evaluate program outcomes/accomplishments, set and redefine priorities, and implement effective solutions in processes/systems as needed.
  • Ability to act as a consultant for staff.
  • Ability to determine the continuing education needs of program staff and appropriate resources to meet those needs.
  • Ability to manage and establish program goals and objectives, plan and administer a program, coordinate associated activities and resources, evaluate program accomplishments, redefine priorities, problem solve, and modify objectives.
  • *Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, review, activities of the program and groups of subordinates.
Supervisory Kinesiotherapist, GS-13:
Experience: One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to supervise, motivate, and effectively manage staff by organizing work, setting priorities, and delegating tasks and setting responsibilities.
  • Ability to disseminate appropriate information through various media as a consultant or mentor.
  • Skill in interpersonal relationships in dealing with employees, other team leaders, and managers.
  • Knowledge of specialized programs and the ability to perform the administrative duties of special programs and/or components of a kinesiotherapist section.
  • Knowledge of decision-making principles necessary to adjust programs on a day to day basis, to develop short term and long range goals, and/or to plan for future utilization of human resources, and the reassignment of staff to enhance/develop the value of existing or new programs.
Psychologist, GS-13:
Experience: Two years of experience as a professional psychologist, with at least one year equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations.
  • Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
  • Knowledge of clinical research literature.
