Duties

Provides guidance in regards to subsistence procurement, ration allowances, issue control, preparation techniques and service, operational economies, sanitation standards, major equipment programming, and all other policies relative to food/farm operations.

Maintains the Bureau's Food and Farm Services Manuals, to include revision of policies and the writing of additional policies based upon need.

Conducts periodic on-site reviews of institutional food service operations to ensure that inmates are receiving not only a balanced diet, but the essential elements necessary to sustain health.

Prepares reports outlining program changes and recommendations to improve managerial efficiency, food preparation techniques, service, economies and introduction of new product innovations in accordance with industrial research advances.

Directs the planning of farm production to meet the requirements of the inmate standard ration and to make the most advantageous use of the available personnel, land, buildings, equipment and other production facilities.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-14 and GS-15: There is no substitution of education for specialized experience for this position.

OR

Experience:

GS-14 and GS-15: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.

Some examples of this qualifying experience are:

GS-14:

• Experience in providing technical supervision of the Food Management Training Center concerning instructional content, techniques and effectiveness of training.
• Experience in coordinating the placement of Trainees upon successful completion of all required training components.
• Experience in conducting on-site reviews of institutional food service operations to ensure that inmates are receiving a balanced diet.
• Experience in recommending program changes which effect standard ration allowances and total food service operations.
• Experience in reviewing and approving all procurement actions related to major equipment items.

GS-15:

• Experience in providing guidance in regards to subsistence procurement, ration allowances, issue control, preparation techniques and service, operational economies, sanitation standards, major equipment programming, and all other policies relative to food and farm operations.
• Experience in reviewing plans for expansion and development of food service and farm operations. This includes furnishing technical information with respect to new facility and equipment needs to the Bureau's Planning and Development Division
• Experience in responding to all food related congressional, commercial and individual correspondence including responding to all BP-11 food observations.
• Experience in preparing the BOP's food budget which is presented to Congress.
• Experience in preparing reports outlining program changes and recommendations to improve managerial efficiency, food preparation techniques, service, economies and introduction of new product innovations.

Qualifying specialized experience must have involved preparing and serving food in mass quantities for large groups of people.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

This position IS NOT included in the bargaining unit.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution.

The representative rate for this position is $158,541 per annum ($75.97 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

Current Federal Law Enforcement Employees:

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
