Duties

The Chief, Talent Acquisition and Classification Branch is responsible for the Architect of the Capitol's talent acquisition, position management and classification, and workforce planning programs.

A strategic, proactive and forward-thinking focus to develop and implement innovative and results-driven strategies to source, attract, recruit and acquire highly skilled and diverse talent to meet AOC's unique workforce needs ranging from skilled crafts, administrative, professional and service-oriented positions, is essential. With an eye to the future, growing our brand, talent pipeline development and leveraging labor market trends to ensure that AOC is consistently positioned to carry out its mission of service to Congress and the Supreme Court will be keys to our success.

Building relationships and collaborating with AOC leaders and hiring officials to understand and anticipate their talent needs to inform recruitment strategy and succession planning is critical to acquiring the right talent with the right skill sets and competencies for each position. Integral to the position's success are strong and active partnerships with trade schools, universities and other organizations to assist the development of a robust talent pipeline.

This position will also be responsible for overseeing position management and classification, job audits, screening, employment offers, suitability and onboarding. This important work is supported by agile human resources information systems and processes; a culture of continuous improvement; metrics and other data to drive decision making; and more importantly, a 15-member cadre of talent acquisition and classification professionals for whom the Talent Acquisition Branch Chief will have responsibility for hiring, training, developing and managing performance.

Expertise in federal employment laws, strong leadership skills, exceptional writing ability and interpersonal skills are required. Demonstrated competencies to prioritize and produce accurate work and deliver desired results in a fast-paced environment are necessary.

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Examples of specialized experience for this position include: (1) Providing administrative and technical leadership or supervision of subordinate staff; (2) Leading the development and implementation of an organization's talent acquisition strategy; (3) Practical knowledge of position classification and/or workforce planning functions; (4) Analyzing workforce needs and formulating effective and innovative recruitment strategies to meet workforce requirements; (5) Providing expert advice and guidance to stakeholders in relevant functional areas; (5) Experience in building relationships and collaborating with organization leaders and other internal/external stakeholders; and (6) Utilizing an enterprise human resources information system for talent acquisition and personnel actions processing.

Education

Although, there is no education requirement for this position, a minimum of a bachelor's degree is preferred. SHRM-CP/SCP or PHR/SPHR certification is also preferred.
