Duties

Your initial focus will be to spearhead the transfer of paper records to NARA. This will require considerable on-site work at the Arlington office in the first months of your employment.

Under the supervision of the Chief Information Officer, the incumbent of this term position will perform the following:

1. Guide the daily work of a permanent Records Manager;
2. Serve as the expert on the Records Manager Program;
3. Act as liaison and primary POC in ongoing auditing efforts with National Archives and Records Administration (NARA);
4. Lead the transformation of paper records to electronic records;
5. Serve as senior advisor on the implementation of electronic recordkeeping systems, to include participating in capital planning for information systems, evaluating readiness of systems, working with legal counsel on compliance, and collaborating with directorates to ensure records management functionality is built in to system designs.

Qualifications

Applicants must have at least one (1) year of specialized experience at the GS-12 level, or equivalent, in the Federal service which includes expert knowledge on: 1) planning, administering and/or coordinating major records management activities; 2) directing a long range electronic records project, providing training on the principles and practices of electronic records and information management, and/or serving as a division or agency adviser on the taxonomy and metadata requirements for electronic records; and 3) managing diverse records (such as electronic, paper, photographs, microforms, audiovisual, and electronic media) in the scheduling, offsite storage coordination, and formulation and delivery of records life cycle training.

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Annual Leave Accrual Credit
Selectees may be eligible to earn a higher annual leave accrual rate based on prior non-Federal or uniformed service work experience. The amount of service credit will be based on specialized experience or qualifying experience that is provided on the applicant resume and documentation submitted.

Term Position: This is a term position, not to exceed TWO (2) years, and may be extended to a maximum of four (4) years. Term positions may be filled by appropriate non-competitive candidates as required by Federal regulations.
