Description: Provides Foreign Military Sales (FMS) financial management support from implementation to case closure. Performs FMS budgeting, funding execution, document management, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations and reporting. Utilizes Navy ERP to perform financial execution functions to include but not limited to Project/Budget structures. Provides support with a variety of management activities, analysis, special projects, and data calls using Management Information System for International Logistics (MISIL) and Defense Integrated Financial System (DIFS). Reviews various funding documents/contract actions as necessary. Reviews case directions, financial status reports, and prepares correspondence as required. Assists in gathering information/responses to NAVAIR 1.4/7.8 data calls. Posts obligations/commitments and shipping documentation in MISIL. Posts Project Directive Line Item (PDLI) adjustments. Prepare/edit MISIL 2060s for Obligation Authority (O/A) revisions. Coordinates with BFMs, IPT leads, and field activities regarding Annual Field Budget/Funding requirements. Coordinates with BFMs, Contractor support financial analysts, and Project Initiation Document (PID) POC regarding contract actions involving FMS Case Funding.Responsibilities:Assist PMA 259 BFMS in providing financial management support to include but not limited to the following:Navy ERP Project/Budget StructuresReview various funding documents/contract actions as necessaryReview case directions, financial status reports, correspondence, etc.Assist in gathering information/responses to SCPO/7.8 data callsPost obligations/commitments and shipping documentation in MISILPost PDLI adjustmentsPrepare/mark up MISIL 2060s for O/A revisionsCoordinate with BFMs, IPT leads, and field activities regarding Annual Field Budget/Funding requirementsCoordinate with BFMs, CSS financial analysts and CSS PID/PR POC regarding contract actions involving FMS Case FundingParticipate in various meetings as necessaryLocation: Lexington Park, MDEducation: BS or BA degree in a Business or Management field. ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of financial management experience; OR and an additional eight (8) years of financial management experience may be substituted for a BS or BA degree.Experience: At least four (4) years of financial management experience, two (2) of which must be FMS financial management/analyst experience.Financial management experience to include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), and Federal Acquisition Regulations (FAR) is desired.Knowledge and demonstrated understanding of DoD policies and and Navy regulations as set forth in the Security Assistance Management Manual (SAMM, DoD 5105.38-M) is required.Demonstrate understanding of how to access and read various MISIL/DIFS reports.Demonstrate understanding and knowledge of DoD Contracts and various contract types (ie CPFF, FPI, FFP, etc.) and how they relate to financial budget execution.Understand various shipping documents (ie DD 250, DD1149/1148).Understand FMS appropriations and applicable surcharges.Knowledge of preparing funding documents in NERP as well as Case directions/fund adjustments.Excellent data management/organization skillsDemonstrate strong proficiency with Microsoft ExcelAbility to cooperate in a team environment as well as operate independently with specific tasking instructions Security Clearance: SECRET or must be obtainable after hireSpecial Notes/Instructions: Consistent with Executive Order 14042, NSI employees will be subject to Federal contractors COVID-19 vaccination requirements as outlined by the Safer Federal Workforce Task Force at https:/www.saferfederalworkforce.gov/contractors/.NSI is a privately held, small but quickly growing company with headquarters in Lexington Park, Maryland within 5 miles of the Patuxent River Naval Air Station.
