The TGU IT Investment Management team ensures that timely, accurate information is available to facilitate leadership decisions and meet external reporting requirements in compliance with Department of Justice (DOJ) and Office of Management and Budget (OMB) mandates. Clearance: Active TS RequiredResponsibilities/Duties: Support the CIO in supporting the redesign of the IT portfolio to align the investment portfolio to the client's new strategy and align IT priorities to the enterpriseProvide best practices for both investment and portfolio management as well as an in-depth experience managing investments for federal clients specifically governance, portfolio structure and methodologyFamiliar with the Technology Business Management (TBM) taxonomy and Capital Planning Investment Management (CPIC) process. Leverage data analysis of financial reports and systems to understand and validate IT investment amounts, the parent vs. child investment relationships, and make recommendations for possible realignment of the "to be" investment portfolioSupport the Information Technology Strategic Plan (ITSP), which promotes the use of IT to enable the mission and business areas of the organization to perform at their highest potentialSupport the ITSP agile and stakeholder responsive process to provide analysis that identifies potential cost savings, avoidance, and efficiencies throughout the client's IT Investment PortfolioAbility to support the alignment of the (1) FBI Strategy, (2) IT Strategy, and the (3) Portfolio Management Strategy - aligning IT priorities to the enterprise strategy. Provide traceability of requirements across all three are keyPossess demonstrated knowledge, extensive experience in the development of solutions, recommendations, or outcomes across multiple complex tasks in multiple organizations.Define investment objectives and strategic directionResponsible for providing leadership and vision to client and workstreams teams and serves as a key facilitator between multiple teams to achieve objectives of complex effortsAbility to leverage data analysis of financial reports and systems to understand and validate IT investment amounts, the parent vs. child investment relationships and make recommendations for possible realignment of the "to be" investment portfolioBring best practices for investment management and in-depth experience managing investment portfolios for federal clients specifically governance, portfolio structure and methodologyHelp drive the "to be" IT investment portfolio.Ability to validate and analyze budget requests (spend plans) through expenditures to ensure strategic/priority alignmentStrong Verbal and Written Communication SkillsRequired Qualifications:BA or BS in Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Information Technology, Business Administration, Management Information Systems, Systems Management, Business, Accounting, English, Finance, Management or Political ScienceWorking knowledge of the Federal Enterprise Architecture Framework (FEAF)Working knowledge of the various FEA reference models (SRM, BRM, PRM, TRM)Good understanding of how to align IT portfolio with the SRMWorking knowledge of eCPIC system and CPIC processAbility to write an IT investment strategyWorking knowledge of budget cycle and how and when to influence budget decisions. (Plan, Program, Execute) - the outcome of the portfolioKnow OMB guidance on investment planning.
