Duties

  • Provides support and expertise for the civilian logistics workforce and leads strategy development on assigned programs targeted to equip the workforce for optimal job performance.
  • Provide accurate information to senior leadership and management on a monthly/daily basis on the status of all personnel related actions/programs.
  • Independently prepares reports, briefing submissions, justifications and background papers.

  • Employee performs other duties as assigned and self initiated tasks required to execute the organization?s responsibilities (such as GPC card holder, Contracting Officer Technical Representative, etc.)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the theories and principles of Logistics Management and Life Cycle Logistics to include both Acquisition and Sustainment. Mastery of application of a wide range of qualitative and quantitative methods for the assessment and improvement of logistics, so as to enhance the quality and effectiveness of complex logistics programs. Mastery of advanced logistics principles and practices and a comprehensive knowledge of planning and programming regulations, guidance and processes, and thorough knowledge of planning, acquisition, and management processes to prepare long range and short range logistics planning guidance in compliance with broad agency policies and objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of Air Force, Installations, Logistics, Mission Support and APDP policies and procedures. Thorough understanding of the intricacies of maintenance, supply, deployment/distribution/transportation and life cycle logistics plans and operations at the unit, headquarters and theater level.

2. Mastery of staff procedures. Thorough understanding of the requirements to develop a fully coordinated staff package. Mastery of the complete repertoire of action officer skills including staff procedures, coordination procedures and ability to deal with non-coordinating agencies. Mastery of oral and written communication techniques. Must be able to articulate policy position to staff, DoD, Air Force senior leadership officials. Must be able to effectively develop and deliver an information or persuasive briefing or speech. Expert ability to express ideas and concepts and communicate effectively; orally and in writing.

3. Expert knowledge of logistics management policies, procedures, practices and concepts affecting logistics readiness and Agile Combat Support operations at various levels of command, throughout Air Force and DoD. Knowledge of a wide range of concepts, principles, and practices relating to civilian personnel matters and knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts,
practices and provisions of a variety of public laws, Executive orders, and Federal Regulations regarding recruitment and placement, affirmative employment, training and manpower issues.

4. Authoritative knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments.

5. Demonstrated ability in identifying the specific requirements for money, manpower, material, and services needed to support the A4L Mission and correlating those requirements with program plans to assure that the needed support is provided at the right time and place. Broad knowledge of program planning, funding, and management information systems, and ability to coordinate and evaluate the efforts of functionals to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet the mission on time and within budget

6. Expert ability in conducting studies, analyzing data, developing alternatives, making recommendations, briefing, obtaining buy-in, planning, and adjusting work operations of subordinate organizational segments to meet program requirements and objectives within available resources (personnel, funding and schedule). Ability to perform in depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
