Duties

  • Works with various organizations and the bank, is responsible for monitoring and resolving NGB-wide delinquency problems, and associated financial issues and program implications; recommends corrective actions and/or internal control measures.
  • Supports the development and advises on new policies, methodologies, and techniques to promulgate the innovative solutions to improve efficiency of the Government Purchase Card program.
  • Provides advice and guidance to National Guard Level IV program coordinators on all matters relating to the GPC Program such as dispute resolution, procurement and financial business advice, and coordination with the bank.
  • Develops and presents formal briefings to senior leaders on Government Purchase Card issues. Coordinates and responds to higher-level program, procurement and financial inquiries, audits and requests for assistance.
  • Responsible for managing the National Guard Bureau (NGB)-wide Government Purchase Card (GPC) program, including analysis of missions, functions and organizational structures of NGB HQ and NG Contracting Enterprise.
  • Evaluate audit reports, regulations and other relevant material as a basis for developing procurement and related functions associated with micro-purchase procurement authority.
  • Performs Procurement Management Reviews of Agency/Organization Program Coordinator and Government Purchase Card Programs

  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position requires Level III certification in Acquisition Career Field Contracting or the incumbent must be able to obtain certification within 24 months of appointment.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. Note: Waiver is position-specific and must be approved prior to being appointed to the position
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • May be required to work an uncommon tour of duty (i.e. evenings, weekends, and/or holidays).
  • May be required to work overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contracting Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) serving as an organization government purchase card coordinator and interpreting procurement policy and legal guidance to create implementing guidance; (2) preparing and presenting detailed enterprise/program office level government purchase card procurement briefings at meetings/conferences; and (3) providing procurement and contracting technical advice as an organization purchase card coordinator to various offices for large-scale programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
