Duties

Major duties for this position include but are not limited to, the following:
  • Establish and promotes relationships with professional organizations, external experts in the field of occupational medicine, labor representatives, and academic centers. Participates in medical investigations and support activities independently and/or as part of an interdisciplinary team. Develops and maintains working relationships with Solicitor of Labor (SOL) staff on issues involving the confidentiality of medical information, medical testimonies, depositions, and conflicts of interest. Maintains relationships with OPM and other Federal agencies to track changes to similar programs elsewhere in the Federal government; Establish working relationships.
  • Develops and leads OSHA's COVID tracking and testing program; supports OSHA's and DOL's record keeping around COVID; supports other DOL agencies and DOL in matters COVID.
  • Represents DTSEM in working groups with the agency, department, and other federal agencies on occupational medicine issues. Represents OOMN and the Directorate by providing expert occupational health support to other organizations in the development of new or modified occupational health standards and related documents. Represents the agency at hearings and other legal proceedings that may require medical expertise concerning occupationally related illnesses and injuries. Coordinates medical examinations of OSHA personnel covered by the OSHA Medical Examination Program.
  • Development and preparation of documents. Prepares or assists in preparing occupational safety and technical resources such as safety and health bulletins on specific hazards and toxins. Prepares or provides assistance in the development, review, and analysis of policies, guidelines, compliance procedures, and other documents requiring medical expertise. Knowledge and skill in communicating clearly and effectively in writing sufficient to present information to others.
  • Applies epidemiological principles and toxicological information, and information and data expertise to questions affecting workers safety health. Reviews individual results and renders qualification determinations where appropriate; provides suggestions for and reviews proposals for alternative duties of personnel who fail to meet physical requirements and implements examination factors to program. Overseas the design of the OSHA COVID testing program and as applicable, integrate with the existing OSHA Medical Examination Program (OMEP), other agency/department examination programs such for MSHA, and for employees not currently covered in medical examination programs.
  • Advises senior management on occupational medicine issues. Provides expert technical assistance to OSHA's national office, regional and area offices and to representatives from labor, employer groups, academia, Congress and the general public. Provides medical expertise on issues concerning emergency management to Agency executives and staff. Mastery of advanced occupational medicine principles, concepts standards and practices to develop and/or make recommendations on policies, directives, and standards. Mastery of national, and applicable international, safety and health laws, policies, regulations, standards, and operation directives. Provides suggestions for and reviews proposals for alternative duties of personnel who fail to meet physical requirements for the performance of the full range of duties at pre-placement and surveillance exams complementing DOL policies supporting CRC, EEO, and other ADA DOL processes as outlined in.

Notification Concerning COVID-19 Vaccinations. Qualifications

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Note: An agency may wave the licensure requirement for research positions not involving direct patient care.

In addition to meeting the BASIC REQUIREMENTS applicants must have the following:

Graduate Training
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below:

- An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
- A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education.
- A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above:

For GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Specialized Experience Requirement: To qualify at the GS-15 level, applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level, GS-14. Specialized experience is defined as being board certified in occupational medicine or in infectious disease or physical medicine and rehabilitation with experience in occupational medicine.

Education

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
