Duties

As a SUPERVISORY PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include:
  • Initiates and leads major program studies to gather, document, coordinate, and implement a comprehensive set of Security Cooperation (SC) enterprise data system user requirements with emphasis on functionality unique to Defense Security Cooperation Agency users as well as of use to the SC community at large.
  • Initiates recommendations that result in the development of new data system functionality, as needed, to ensure continued compliance with higher-level laws and regulations.
  • Provides recommendations to senior officials regarding analysis and studies that address complex challenges, problems, and issues related to mission performance related to data automation requirements and Assessment, Monitoring and Evaluation efforts.
  • Leads program analyses that result in new, or enhanced, policies and operating procedures that enhance case life cycle activities by DSCA and the wider SC community.
  • Provides technical advice, assistance, and senior staff support to the Chief Performance Officer and other senior managers about the cost effectiveness/efficiency of SC programs and data automation.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Leading major program studies and implementing comprehensive set of Security Cooperation enterprise data system user requirements;
  • Analyzing new legislation, regulation and policies on potential impact on Security Cooperation data system requirements;
  • Analyzing and evaluating Security Cooperation case lifecycle requirements for data systems to be used by Defense Agencies and Military Departments;
  • Serving as a liaison to all of the Department of Defense counterparts to review and monitor performance and data system requirements pertaining to Security Cooperation programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
