Duties

This is a developmental position with promotion potential to the Accountant, GS-0510-12. This position will be filled at either the GS-07 or the GS-09 grade level. At the lower grade levels, the selectee will perform developmental assignments under closer supervision than that required at the full performance level of a GS-12. Assignments become progressively more difficult until the next performance level is reached. At the full performance level, GS-12, duties will include:
  • Perform professional accounting work, which includes monitoring financial resources in support of agency programs and functions in compliance with laws, regulations and policies.
  • Assist in researching, analyzing, and processing information related to accounting transactions/events to ensure completeness and accuracy of data.
  • Reconcile financial statements and other reports to meet reporting requirements and to support management decisions.

In addition to meeting the basic requirement , to qualify for this position you must also meet the qualification requirements listed below:

For GS-07 :A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or equivalent in the Federal service or private sector.

Specialized experience for this position is defined as:1) Assisting with a variety of routine accounting assignments such as recording financial transaction into various accounts and general ledgers, reconciling accounts, adjusting accounting data, etc.;2) Preparing accounting data, financial records, financial reports, and/or statements; or3) Reconciling daily and monthly accounts; adjusting difference between general ledger and subsidiary accounts.

OR
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Economics, or Finance. (transcripts must be provided)

OR
Bachelor's Degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (transcripts must be provided)

(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

For GS-09 : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or equivalent n the Federal service or private sector.

Specialized experience for this position is defined as:1) Performing a variety of routine accounting assignments such as recording financial transaction into various accounts and general ledgers, reconciling accounts, adjusting accounting data, etc.;2) Using automated systems to analyze accounting data in transaction files, ledgers, accounts, summary reports and financial statements; or3) Reconcile and review accounting data to identify discrepancies or internal control issues and initiate corrective action.

OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Economics, or Finance, (transcripts must be provided)

Education

BASIC REQUIREMENT: (transcripts must be provided with application)
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
