Duties

The Associate Chief Counsel, Income Tax and Accounting (ITA) employs approximately 90 tax professionals who work in our national office in Washington, D.C. These professionals provide legal advice and litigation support on tax matters involving recognition and timing of income and deductions of individuals and corporations, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts, inventories and alternative minimum tax to the IRS, the Office of Chief Counsel, the Dept. of Treasury, and to other government agencies and the public.
As a Tax Law Specialist, you will:
  • Make complex technical determinations applying applicable provisions of the tax law to various federal income tax issues.
  • Analyze and prepare responses to requests for complex private letter rulings submitted by taxpayers and their representatives
  • Prepare briefings and position papers on significant issues. Participate in briefing significant issues to reviewers at all levels of the agency, IRS and Treasury.
  • Analyze Internal Revenue laws and other Federal laws relating to issues under the jurisdiction of the Associate Chief Counsel.
  • Participates in technical issue and position meetings with officials of ACC (ITA), other Counsel Associate and Division offices, LBI, SBSE, WI, TAS, Treasury and representatives of other government agencies as well as taxpayers and their representatives to resolve controversial and difficult Income Tax and Accounting issues.

For GS-12:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes:

Specialized experience for this position includes experience with the provisions of the Internal Revenue Code, tax regulations, published rulings, court cases, and other technical materials. This includes preparing memoranda, comment letters, private letter rulings, notices of proposed adjustment, position papers, closing agreements, and/or opinions with respect to interpretation matters involving federal income tax provisions; and experience as a primary contact in his/her organization or office with respect to federal income tax provisions such that he/she was responsible for assisting all levels of non-tax and tax personnel with federal income tax issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For GS-13:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes:

Specialized experience for this position includes experience with respect to the provisions of the Internal Revenue Code, tax regulations, published rulings, court cases, and other technical materials. This includes assisting preparing memoranda, comment letters, private letter rulings, notices of proposed adjustment, position papers, closing agreements, and/or opinions with respect to complex interpretation matters involving federal income tax provisions; experience as a contact in his/her organization or office with respect to federal income tax provisions such that he/she was responsible for assisting all levels of non-tax and tax personnel with federal income tax issues; experience assisting developing and teaching federal income tax training courses, and/or presenting federal income tax topics on panels; and experience as a liaison for his/her organization on federal income committees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
