Duties

The duties and responsibilities for a 0560 Budget Officer generally include, but are not limited to, the following:
  • The incumbent serves as the Budget Officer for the Budget Branch, under the direction of the Assistant Director for Administration.
  • The incumbent's responsibilities involve budget formulation, revenue analysis, accounts receivable, collections oversight, budget development, and the execution of the current fiscal year funds which are subject to Department of Justice (DOJ), Office of Management and Budget (0MB), and Congressional requirements.
  • The incumbent develops the Program's operating plan and presents the plan to the Program's senior management for approval prior to submission to the Department and Congress.
  • The incumbent formulates fiscal year budget requests as well as revenue projections.
  • The incumbent maintains an ongoing perspective of the total budget situation and is responsible for the operational planning, policy formulation and program guidelines development.
  • The incumbent provides technical assistance to the United States Trustees and to the employees of both the EOUST and 21 regional offices.

Qualifications

To qualify for the position of Budget Officer at (GS-0560-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience.

Specialized Experience: Applicants must have at least one full-time year (52 weeks) of specialized experience equivalent to at least the GS-14 grade level in the Federal service that includes: 1) Overseeing all aspects of budget execution and formulation for a component; 2) Developing spend plans and execution summaries displaying the status of funds; AND 3) Performing administrative and/or human resource management functions relative to the staff supervised.

If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 120 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

    Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
