Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an IT Specialist (Network Services), you will:
  • Provide overall systems engineering and technical integration for the planning, development, acquisition, and implementation cycle to meet HUD's IT enterprise requirements.
  • Lead technical evaluations and determination of requirements for any network change.
  • Serve as the Subject Matter Expert (SME) for IT technical planning and policy analysis and implementations pertinent to all aspects and stages of HUD's acquisition of equipment, implementation, and sustainability throughout its life cycle.
  • Develop technical guides, and establish technical architectures to meet enterprise operational needs and modernization goals.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-14 is one year of experience at the GS-13 grade level in the Federal service, or equivalent which has equipped you to successfully perform the duties of the position, Specialized experience includes all of the following:
    • Managing all information technology activities for an organization (i.e., local, wide area networks, and cloud network environments in support of an enterprise infrastructure, security infrastructure, Enterprise applications, Network files and print services, User account access associated rights and privileges, and operating systems AND
    • Identifying and developing strategies to resolve problems for IT programs AND
    • Isolating and defining issues or conditions in systems and networks-resolving critical problems in systems and networks, and developing new approaches and techniques for use by others AND
    • Serving as a Subject Matter Expert (SME) for IT technical planning, policy analysis, and implementation.

    Specialized experience for the GS-13 is one year of experience at the GS-12 grade level in the Federal service, or equivalent which has equipped you to successfully perform the duties of the position, Specialized experience includes all of the following:
    • Supporting information technology activities for an organization (i.e., local, wide area networks, and cloud network environments in support of an enterprise infrastructure, security infrastructure, Enterprise applications, Network files and print services, User account access associated rights and privileges, and operating systems. AND
    • Identifying and developing strategies to resolve problems for IT programs. AND
    • Isolating and defining issues or conditions in systems and networks-resolving critical problems in systems and networks, and developing new approaches and techniques for use by others. AND
    • Providing technical and authoritative IT support and project management.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Obtain and use a Government-issued charge card for business-related travel.
    • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.

    All new and current Federal employees must be fully vaccinated against COVID-19 by November 22, 2021, unless they are eligible and approved for limited legal exemptions for medical or religious accommodation. Employees will be considered fully vaccinated for COVID-19 2 weeks after they have received the requisite number of doses of a COVID-19 vaccine that has been approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization.

    Deadlines to receive vaccine doses to meet the November 22, 2021, are listed below:
    • If receiving the Moderna COVID-19 Vaccine, the deadlines are as follows:
        first dose by October 11, 2021, and second dose by November 8, 2021
    • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
        first dose is October 18, 2021, and second dose is November 8, 2021
    • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
        first and only dose is November 8, 2021
