Duties

  • You will review and prepare Final Agency Decisions (FAD) and Final Orders (FO) on administrative complaints of discrimination and prepare briefings when there is a finding of discrimination providing rationale and legal basis for the decision.
  • You will direct remedial action such as retroactive promotion or reinstatement, rescission of disciplinary action, payment of attorney fees, and determine whether compensatory damages are appropriate and the amount of such damages.
  • You will be responsible for managing the EEO complaints program from pre-complaint to post administrative processing appeals and compliance; and direct actions necessary for improvement of personnel or supervisory practices within the Department.
  • You will develop policies and procedures on complaints processing and provide advice and guidance to all levels of management, requiring high degree of understanding and cooperation with related programs, policies and other HR functional areas
  • You will provide guidance and direction on EEO complaints processing servicing offices resourced by EEO Specialists and EEO Program Managers who perform duties from counseling and formal processing through post administrative processing.
  • You will monitor servicing EEO complaints processing timeframes and determine more efficient and effective case management and hold EEO offices responsible for a compliance with regulatory requirements.
  • You will conduct legal research on EEOC, district court and agency decisions regarding complaints to ensure consistently applying EEO laws and regulations.
  • You will develop and and provide training in all areas of Title VII and related statutes through formal personnel management courses, briefings, seminars, written guidance and informal personal contacts.
  • You will supervise a team of FAD Analysts assigned to review and analyze discrimination complaint cases to make a determination whether there is discrimination or not and promote and sustain a healthy work environment.
  • You will serve as the primary Point of Contact (POC) for outside agencies, including the EEOC, OPM, Congressional Inquiries, etc. on EEO complaints-related matters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and analyzing anti-discrimination laws, Equal Employment Opportunity (EEO) laws, regulations, policies, practices, and procedures (i.e., disseminating guidelines and requirements; Final Agency Decisions (FAD) and Final Orders (FO), reviewing and revising plans, programs, and procedures; analyzing statistical data and identifying trends); AND reviewing complaint processing, ensuring legally sufficient compliance for proper adjudication including responsibility for recommending case decisions to management.
