Duties

As a Program Analyst, you will:
- Serve as part of a cross-functional matrix team that coordinates program and project management activities responsible for developing and implementing innovative solutions to improve efficiency and mitigate risk, providing guidance and advice to senior managers to enable mission results. The incumbent is responsible for understanding all aspects of organizational infrastructure at the sites assigned, understanding program requirements for utilization of the assets, evaluating gap analysis on current asset condition and program required capability, and recommending actions to close the gaps.
- Analyze and evaluate the effectiveness of program operations to meet established goals and objectives; evaluate and advise on methods/procedures for providing administrative support systems such as records, communications, directives, etc.; research and investigate new or improved business and management practices for programs/operations; analyze new or proposed legislation and regulations to determine impact on program operations and management, develop new or modified administrative program policies and objectives; develop management/program evaluation plans, evaluate proposed changes in mission and priorities.
- Coordinate and evaluate complex analyses of major projects and agency-wide scope and assesses cross-program benefit evaluations of current or projected activities; meeting organizational objectives by forecasting requirements, contributing significant expertise in program scope preparation, scheduling, initiating corrective actions; and other program analysis and evaluations efforts.
- Assist in formulation and execution of infrastructure budget guidance and the planning, prioritization, execution and coordination of infrastructure funding activities at the NNSA sites. Work with NA-50's functional offices and other NNSA program offices and providing guidance and assistance to NNSA federal field organizations and contractor organizations implementing infrastructure program requirement.
- Apply program management principles and techniques to plan and execute mission critical infrastructure projects and programs. Coordinate and evaluate complex analyses of major projects and agency-wide scope and assesses cross-program benefit evaluations of current or projected activities.
- Coordinate, facilitate, and advise on the development, implementation, and monitoring of requirements, policies, programs, and initiatives that promote environmental and energy sustainability and resilience in support of a revitalized enterprise and mission objectives.
- Effectively resolve conflicts at the lowest possible level. Build and maintain effective internal and external working relationships that demonstrate the ability to be flexible and adaptable, facilitating win-win situations and the open exchange of ideas and opinions. Effectively leverage relationships to foster support for the accomplishment of organizational goals and objectives. As assigned, pro-actively participates in cross-functional teams to solve complex organizational problems. Deliver consistently high-quality (e.g., accurate, well-organized, and easily understood) written and oral communications in all assigned areas.
- Establish relationships with other programs and key program management functions within NNSA, DOE, or in other Federal agencies to develop and perform analyses of proposed program plans and related scope projections for major changes in program direction or new program initiatives.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NN/EN-03, NQ-02 or GS-12. Specialized experience for this position is defined as: Experience facilitating, coordinating, and integrating production site activities, priorities, and issues between program managers, stakeholders, Federal field offices, and contractor counterparts related to operating, maintaining and modernizing infrastructure needs for mission research, testing, and production deliverables.

Examples may include, but are limited to the following:

- Leads or participates in program reviews,
- Provides expert advice on 1) impacts of planned program decisions and budgetary activities and 2) contractor performance of established metrics 3) development of new and revised directives to meet changes in legislation, Congressional reporting requirements, Executive Orders, OMB guidance, and other regulations and policies, and to enhance performance evaluation.
- Coordinates, analyzes, and edits input from subject matter experts, program managers and staff for development of program plans, documents and associated budgets.
