Duties

  • Supervise a staff of Personnel Psychologists.
  • Provide oversight of and expert services in management consultation and strategic human capital advice to senior executives and other senior managers at USCIS and DHS directed at improving organizational culture, performance, structure, and behavior.
  • Manage strategic human capital program activities, including but not limited to employee engagement, workplace assessments, competency modeling, change management, organizational assessment, program evaluation, and organizational development.
  • Apply professional knowledge of survey methodology, design, and analysis to construct measures that provide useful information for decision making.
  • Manage client relationships, ensure activities address needs, manage expectations, and implement actions.
  • Facilitate sessions with leadership teams and groups of employees to conduct action planning, team development, and change management.

This position IS NOT in the bargaining unit.

This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Background Investigation:To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution and Resume)
  • Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
    • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
    • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Providing oversight in the development, implementation, application, and evaluation of systems in strategic human resources management, including employee engagement, workplace assessments, and/or organizational development;
  • Developing and validating assessments for employee selection;
  • Leading and facilitating strategic initiatives with leadership to identify organizational problems and devise solutions to meet organizational goals and improve performance;
  • Creating and utilizing employee surveys;
  • Conducting complex data analysis of employee surveys, test validation, or assessment scores.
