Duties

Serves under the administrative direction of the Health Programs, Health Services Division (HSD) in the primary areas of program planning, program review, budgeting, decision analysis, system evaluation, and continuing education/training for nurses.

Provides administrative consultation to maintain and develop program mission goals and objectives that support the health services mission of the Federal Bureau of Prisons as defined by the Medical Director/Assistant Director, HSD.

Provides complex administrative support to accomplish the overall mission of the Federal Bureau of Prisons and shares in the responsibility for the overall delivery of safe and effective care provided to patients, as well as the financial and operation performance of health services.

Leads, coaches, develops and recognizes nurses in field to maximize performance.

Works closely with senior leadership in the development of patient care programs, policies and procedures that describe how nursing care needs of the patient populations receiving nursing care are assessed, evaluated, and accomplished.

Formulates long-range objectives, plans, and programs for the nursing category integrating them with the overall objectives and plans of the Federal Bureau of Prisons.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education , Council on Accreditation of Nurse Anesthesia Educational Programs , Accreditation Commission for Midwifery Education or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates on Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

AND

Licensure: Applicants must have passed the National Council Licensure Examination . In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Education/Work Experience:
  • There is no substitution of education for specialized experience for this position.

OR
  • At least one or more full years of professional nursing experience that is equivalent to the next lower grade level.


Some examples of qualifying experience are:
  • Experience providing leadership and administrative theory and ability to assimilate theory into practice.
  • Experience assuring nursing services are provided in compliance with nurse licensor laws, legal requirements, policies and programs of Health Services, requirements of American Correctional Association and Joint Commission on Accreditation of Health Care Organizations.
  • Experience in advanced nursing principles, theories, concepts and clinical practice.
  • Experience in planning, implementation and evaluation of clinical programs and services, assuring appropriate resources for delivery of health care.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $114,059 per annum ($54.65 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position.
