Duties

Under guidance from the Managing Director, supports the analytical and procedural requirements of project and corporate finance in accordance with established credit policies and procedures, including analyses of new loan proposals to determine their financial, technical, economic, legal, marketing and political feasibility, and securing all internal project approvals as required.

Assists the Managing Director and/or the Director in evaluating, committing, and closing project and corporate finance transactions in sub-Saharan Africa across all sectors. This will include:
  • Conducting pre-screening of deals and preparing screening memos;
  • Conducting due diligence, structuring the transaction, and negotiating term sheets;
  • Preparing loan papers for presentation to approval committees using strong writing capability;
  • Assessing the social, environmental and economic impact of projects;
  • Negotiating and concluding loan agreements and all other documentation; and
  • Performing initial loan disbursements and transferring deals to DFC's portfolio management division.
Performs analyses of the nature of the proposed business venture, the financial statements of the business and/or the proposed sponsors; general project risks including risks related to project contractual obligations; and the eligibility, financial standing and business background of the sponsor and key counterparties, and other related factors.

Works with and modifies sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing. As necessary, as part of the due diligence process, creates financial models and conducts sensitivity analysis to test project assumptions and key economic drivers.

Works with Senior Project Finance Specialists, Credit Policy and Investment Policy officers in support of negotiations with key interested parties on DFC financing terms, including collateral security and completion support, as well as policy requirements. Coordinates closely with DFC's Africa team.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: (1) analyzing business plans and financing proposals to determine their operational and financial feasibility; and (2) analyzing credit risks of, and underwriting financing to Small or Medium Enterprises (SMEs) or Social Enterprises operating in low- or middle-income countries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability : The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment : Selection may require completion of a 1-year probationary period.
