Duties

  • Investigate and resolve and /or recommend solutions to budgetary involving a very large number of appropriations and funding mechanisms.
  • Develop and/or make formal presentations of budgets to management and operating officials.
  • Provide guidance to technical points of contact and ensures timely input to all phases of the Planning, Programming, Budgeting, and Execution System (PPBES).
  • Utilize General Fund Enterprise Business System (GFEBS) data, prepare a variety of reports covering the status of funds and advises program managers and other management officials on the availability of funds.
  • Develop, coordinate, and issue program/budget guidance/instructions preparation and submission of program data.
  • Review, analyze, edit, compile, and consolidate budget submission data and necessary justifications to support current and multi-year budgetary requirements.
  • Advise the Executive Officer and Division Chief on the approval of funding requests and expenditure of funds,
  • Report on the actual use and rate of expenditure of funds against the planned budget and provides written narratives to justify variances.
  • Prepare briefing and information papers as required to update senior leaders on the status of reimbursements.
  • Formulate budgetary policy and instructions to support the organizations mission and functions.
  • Formulation and justification of budget requests, and execution of annual operating budget.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experienced: One year of Specialized Experience equivalent to the GS-12 in the Federal service includes: Formulate budgetary policy and instructions to support the organizational mission; Prepare and present budgetary goals and objectives to Senior leaders utilizing systems such as the Planning, Programming, Budgeting, and Execution System (PPBES) and General Fund Enterprise Business System (GFEBS); and Review, analyze, negotiate changes, and consolidate budget submissions to align with agency policy and/or mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:
  • Budget Execution
  • Concepts, Policies, and Principles of Budget
  • Fundamentals & Operations of Budget


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

  • Financial Management Certification: Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
