  • The incumbent serves as the Information System Security Manager (ISSM) for the Engineering and System Integration (ESI) Directorate, directing and developing guidance, plans, and procedures for implementation of the major Cybersecurity Programs.
  • Maintains and reports Risk Management Framework (RMF) assessment and authorization status and issues of Information Systems (IS), networks, and Platform Information Technology (PIT) and establishes accountability to the Cybersecurity workforce.
  • Directs Cybersecurity activities including operation resiliency, integration and operation, cyberspace defense, performance effectiveness, information protection, and identity assurance.
  • Reviews IS/networks/PIT for changes affecting security and accreditation and ensures Cybersecurity inspections, tests, and review are coordinated.
  • Monitors and reviews to ensure established Cybersecurity policies and procedures are followed.
  • Provides monitoring and direction to the Information System Security Officers (ISSO), ISSM, IS Security Engineers (ISSE), and Privileged Users appointed to IS/networks/PIT authorizations.
  • Provides direction to the ISSO for Cybersecurity training and certification and incorporation into tracking databases.
  • Ensures constant state of inspection and audit readiness of organizational and system-level entries in IT and Cybersecurity repositories and portfolio systems.
  • Ensures implementation of security measures and procedures and ensures incident and unauthorized disclosure reporting.

  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • Position is Automated Data Processing (ADP) sensitive.
  • This is an Army Acquisition, Technology, and Logistics Workforce position, Senior Level III certification in Information Technology is required within 24 months of employment.
  • This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management, Encl 2, Par 9(c)(d).
  • This position is required to maintain certification status IAW DoD 8570-01-M, 12/19/05, Incorporating Change 4, 11/10/2015

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas: 1. Networking and system design and development techniques; 2. Strategic planning, programming and policy initiatives; 3. Ensuring security measures and procedures are properly implemented; and 4. Monitoring risk assessment and organizational accountability in regards to Cybersecurity policies and processes.
