Duties

  • As part of an Integrated Acquisition Team, plans the overall approach to meet a wide range of contracting program objectives, which may involve emerging rapid acquisition processes, span multiple years or involve successive program stages.
  • Procures complex and/or diversified services and/or commodities.
  • Executes post-award contract performance management actions on assigned contracts.
  • Serves as business advisor to a wide range of customers, makes substantive contributions to special projects/initiatives and performs special assignments.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

  • This is a Testing Designated Position. Illegal drug presents a mission threat. Incumbent must refrain from illegal drug use and submit to urinalysis testing. May be selected for random, reasonable suspicion, safety mishap, or accident drug testing.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

  • The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification level (Contracting career field, Level 3) applicable to the duties of the position or be capable of achieving such certification within 24 months.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must possess a bachelor's degree by an accredited U.S. college based on a 4-year course of study AND have completed at least 24 semester hours in certain business-related fields. The 24 hours may be included in, or in addition to, degree completion.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Contracting Series, 1102.

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
  • AND
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit copies of your official transcripts.

    SPECIALIZED EXPERIENCE:
    Meet the mandated bachelor's degree AND I have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes one or more of the following: knowledge of knowledge of a full range of Federal contacting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional knowledge of a full range of Federal and DoD contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.

    2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.

    3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.

    4. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.

    5. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

    6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
