Duties

  • Initiates and provides leadership for special studies to improve all phases of operations, including manpower utilization, position management, cost reduction, etc., and reports on results for adoption and coordination with similar studies.
  • Implements a system of quality control including program and functional inspections and reviews to evaluate effectiveness of OUAIP program planning and work accomplished, and to determine adherence to policy standards.
  • Maintains extensive contacts and coordinates Service programs with other Federal agencies, State and local government officials, public and private agencies, and other groups and individuals.
  • Acts as the department spokesperson on those matters concerning the Federal Advisory Committee in matters related to urban agriculture within the Natural Resources Conservation Service.
  • Seeks out, coordinates, and maintains relationships and serves as primary spokesperson with a wide range of leaders in both private and public entities on matters pertaining to urban agriculture and innovative production.

Qualifications

To qualify for this position, you must possess at least one year of specialized experience equivalent to the Federal GS-14 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the net lower grade level in the normal line of progression for the position being filled. e.g one year at the GS 14 grade level for consideration for the GS-15 grade level.

Specialized Experience: To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience working on major programs segments, organizational structures and/or functional responsibilities, and Experience planning, directing, and evaluating work of subordinate employees and/or others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
