Description Job Description: The Government Health and Safety Solutions Operations has an opening for a Mainframe Developer to support a large healthcare contract in Baltimore. Must have an active Public Trust Clearance. Performs functional analysis, design, and development of IT business COBOL / JCL/ DB2 applications for operations and maintenance as well as enhancement projects. Performs unit testing and system testing, supports Independent Verification and Validation testing, and customer integration testing. Writes Change Request Analysis (CRA) documents for system specifications. Participates in peer reviews. Participates in customer meetings to recommend solutions to business needs and problems. Interfaces with external agencies to coordinate system changes and enhancements. Recognizes, diagnoses, researches and resolves system and design concerns. Develops solutions to complex technical issues and problems that impact multiple areas or disciplines. Regularly employs ingenuity and creativity to develop new technical solutions and systems in order to achieve functional objectives. Provides development life-cycle support and evolutionary lifecycle improvements or modifications as requested. Responsible for ensuring appropriate Change Management processes/procedures and documentation are followed. Provides level of effort estimates for change requests. Updates change management system (Jira) as requested. Provides 24/7 on-call production support on a rotational basis. Excellent oral and written communication skills, strong teamwork, ability to multi-task and a strong commitment to client service. Must be able to analyze legacy applications for new change requests and problem resolution. Requires strong COBOL, JCL, DB2, and VSAM experience. Experience with building customer relationships to prioritize and analyze system issues. Knowledge or experience with Software Engineering (IEEE) Capability Maturity Model (CMM) standards. Knowledge or experience with Full Development Life-Cycle (FDLC) and Agile methodologies. Familiar with SQL tools. JAVA batch development experience is a plus. Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8 - 12 years of professional experience, or 6 - 10 years of professional experience with a related Master's degree. Experience may be substituted in lieu of degree. Preferred Skills: SSA, CMS or other government agency experience. Pay Range:
