Job Announcement

Under direct supervision of a Senior Network/Telecom Analyst II (NTA IV), supports the day-to-day operation of the Information Security Office. This includes coordinating with County departments and agencies regarding Freedom of Information Act (FOIA) requests and compliance tasks. Responsibilities will also include assisting in security awareness activities, the implementation and administration of cyber security tools and systems, participating in security assessments and audits, administering access controls, monitoring and performing associated analytics and other activities to support IT security operations, ensure enterprise-wide IT environment and systems performance and resiliency. Duties include monitoring threats, deploying, and supporting security systems. Systems will include host endpoint protection, data loss prevention, network-based intrusion detection and prevention systems, application layer firewalls, vulnerability management technologies, forensics utilities, Security Information and Event Management (SIEM) systems and other infrastructure deployed and maintained by DIT and the Information Security Office (ISO).

Required Knowledge Skills and Abilities

  • Knowledge of communications network management and router configuration;
  • Knowledge of a variety of hardware and software, cabling, power requirements, ancillary equipment, etc. related to network operations and telecommunications systems;
  • Ability to plan, schedule, and coordinate special projects and assignments;
  • Ability to evaluate and make recommendations on different applications software packages;
  • Ability to oversee, monitor, and maintain network and telecommunications operations;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to assist users in solving systems problems;
  • Ability to translate technical terminology into terms understood by management and employees;
  • Ability to develop and provide training;
  • Ability to establish and maintain effective business relationships.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of an associate degree in computer science, electrical engineering, electronics, or a related field; plus three years of network and/or telecommunications experience; or a bachelor's degree in such fields; plus one year of experience in network or telecommunications system design, analysis, installation, and troubleshooting.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
EDiscovery tools knowledge or experience. Ability to securely work with sensitive information and data. Familiarity with Enterprise Resource Planning (ERP) system security practices. Knowledge and experience implementing and assessing compliance with information technology and privacy protection regulation and standards such as PII, HIPAA, PCI-DSS, and other institutional technology standards and best practices defined by NIST, ISO 27000 series, OWASP, and SANS Top 20 Security Controls. Understanding and experience with network and security architecture, multiple operating system platforms, databases, web applications, and other evolving mobile and cloud technologies, to include but not limited to the following: malware inspection, traditional and application layer firewalls, VPN, identity management systems, data loss prevention, and network and host-based intrusion detection/prevention systems. Experience managing access controls process. Ability to work with all levels of management, good writing and analytical skills with attention to detail. Must be able to acquire and maintain a relevant industry security certification such as CISSP, CISA, GIAC, Security + or other vendor specific security certification. Bachelor's degree in Computer Science, Information Technology, or a related field.
