Duties

  • Provides oversight and compliance of provision of privacy related federal regulations and DOD regulations. Provides consultation for responses on behalf of management to inquiries from senior leadership, military and other federal agencies.
  • Implements HIPAA, PA, and CLA requirements throughout the MTF. Performs oversight of the development and use of Privacy Act Statement (PAS) notices, and Notice of Privacy Practices (NOPP).
  • Develops policy, and provides program oversight and compliance of all provisions of privacy-related Federal legislation and DoD regulations.
  • Provide training and support to the MTF workforce and its components, to include contractors regarding HIPAA, PA, and CLA issues.
  • Reports and investigates HIPAA, PA, and CLA complaints and alleged violations, which may have potential criminal implications subject to legal prosecution.
  • Resolves critical conflicts concerning the release and/or breach of sensitive information. Collaborate with involved parties (i.e., executive leadership and others in the field) to ensure compliance throughout the organization/region.
  • Analyzes and presents findings of significant program impact, collaborative exchange of ideas and information; reporting evaluation of trends, policies, and findings; and, evaluation of policy compliance.
  • Represents the privacy compliance office and the MTF in meetings, conferences, committees or panels with the Department of Defense, other governmental agencies and at various public forums.

  • This position requires the incumbent to have tuberculosis testing.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience in a medical treatment facility environment: administering/managing, serving as focal point for all aspects of the Health Insurance Portability and Accountability Act (HIPAA) program and privacy act (PA) program requirements; implements policy and procedures, and responds to inquires related to HIPAA/PA throughout the facility; provides education, training, consultation and/or awareness, to staff and senior leaders to ensure compliance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
