Duties
This is a developmental position with promotion potential to General Attorney, GS-0905-15. At the starting grade GS-14, the selectee(s) will execute developmental assignments. Initial supervision and guidance will be greater than that required at the full performance level of GS-15. Assignments will become more challenging and performed with greater autonomy as selectee(s) performance level progresses. At the full performance level of this position (GS-15) duties include:

Qualifications
Qualification Requirements: A qualified candidate's online application and resume must demonstrate the following:
GS-14:
1) Must be a graduate of a law school accredited by the American Bar Association with a Juris Doctor (J.D.) degree or a Bachelor of Law
(LL.B.) degree. (Transcripts Must be provided with your application package.) and
2) Must have membership in good standing in the bar of a State, District of Columbia, or Commonwealth of Puerto Rico (M ust submit proof of bar membership in good standing ); and
3) Must have three years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.
GS-15:
1) Must be a graduate of a law school accredited by the American Bar Association with a Juris Doctor (J.D.) degree or a Bachelor of Law
(LL.B.) degree. (Transcripts Must be provided with your application package.) and
2) Must have membership in good standing in the bar of a State, District of Columbia, or Commonwealth of Puerto Rico (M ust submit proof of bar membership in good standing ); and
3) Four years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled
Ideal candidate will have experience providing analyses, assistance and legal advise on legal, policy, and factual issues involving direct loan programs and loan guarantee programs. Familiarity with energy policies, regulatory guidance, and processes; such as Title 17 Innovative Technology Loan Guarantee Program, Advanced Technology Vehicle Manufacturing Loan Program, and Tribal Energy Loan Guarantee Program. Managing the drafting, negotiation, closing, and administration of loan documents for loans made and loan guarantees. Managing responses to FOIA request.

Education
Candidates must be a graduate of a law school accredited by the American Bar Association with a Juris Doctor (J.D.) degree or a Bachelor of Law (LL.B.) degree. (Transcripts must be provided with application package.)

- Administer Loan Programs.
- Develops policies applicable to the Loan Programs
- Serve as a staff attorney providing legal advise for Loan Program Office
- Manage the drafting, negotiation, closing, and administration of loan documents for loans made and loan guarantees issued.
- Provide analyses, advice, guidance, and assistance on issues and questions of exceptional difficulty that have a crucial influence on the LPO Programs.
- Provide interpretations, legal advice, determinations and opinions on a wide range of extraordinary, novel, controversial and complex issues and questions.

- Proof of current active member in good standing in the bar of a State, District of Columbia, territory of the United States, or Commonwealth of Puerto Rico. Employees must maintain active bar membership while employed as an attorney with DOE.
