The position serves as an Acquisitions and Vendor Management Specialist under the Senior Advisor for Planning and Innovation in the Director's office of the National Library Service for the Blind & Print Disabled Directorate (NLS) in the Library Collections and Services Group (LCSG) at the Library of Congress. The position reports directly to the Senior Advisor for Planning and Innovation.

The National Library Service for the Blind and Print Disabled (NLS) at the Library of Congress provides accessible materials for qualified individuals who, because of a visual or physical impairment are unable to read regular print materials. The incumbent interacts with NLS management to work on NLS-related project contracts that affect all four NLS divisions: the Program Delivery Division, the Program and Network Engagement Division, Collections Division, and the Business Operations Division. The incumbent provides acquisition planning, contract performance monitoring, and vendor management. Conducts special projects and studies, either individually, as a participant on committees or working groups. Serves as a liaison with the Library of Congress's Contracting Office for assigned procurement actions.

The incumbent will be the primary point of contact and act as a liaison between NLS and the Office of the Chief Information Officer (OCIO) to accomplish all appropriate work on NLS' IT project-related contracts. The incumbent will communicate as appropriate with internal as well as external stakeholders, business analysts and IT specialists to achieve NLS' acquisition and vendor related requirements and expectations.

The incumbent is responsible for the development and maintenance of Acquisition plan artifacts such as annual acquisition plans and status reports for all of their assigned contract actions.

Supports acquisitions and vendor portfolio reporting and analysis, including preparation of acquisitions and vendor portfolio reports, review of acquisitions and vendor portfolio performance metrics, and formulating acquisitions and vendor portfolio recommendations based on overall acquisitions and vendor portfolio performance.

Researches, evaluates, and implements new approaches to streamline operations for procurements, including methods and techniques that increase efficiency of such operations as determination of purchase options, completion of cost analyses, and solicitation of bids.

The incumbent undertakes analytic studies that require gathering, compiling, organizing and interpreting data related to complex issues or problems with the Acquisition of goods and services.

The incumbent leads contract administration activities for procurements related to the significant acquisition of goods and services where selection involves the trade-off among non-price factors. Monitoring can encompass various types of contracts including fixed price contracts, cost-plus-fix-fee, or cost-plusaward-fee, with moderate to high dollar values.

Checks vendor performance through direct observation, written and verbal communications, and the review of vendor provided deliverables in accordance with terms and conditions of the contract.

Participates in post-award meetings to review contract milestones, responsibilities, and status. Provides appropriate documentation in support of contract modifications or adjustments to the contacting officer.

Inspects and accepts deliveries and monitors services for conformance with contact terms and conditions and accepts or rejects them.

Validates and processes invoices in accordance with Library policies and procedures.

Develops and manages clear quality control and assurance processes and procedures for oversight throughout the contract life cycle.

Monitors vendors' reporting of performance management metrics throughout contracts' period of performance, ensuring that all performance management reporting contract terms are fulfilled by the vendors.

Submits contractor performance evaluation pursuant to Library regulations.

Verifies the final payment to the contractor based on the terms and conditions of the contract, completion of required deliverables, and inspection and acceptance as outlined in FAR part 4.8.

Evaluates risk management and collaborates with vendor, technical staff, and NLS management, supports development and execution of risk management strategies as directed.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of contract administration principles and practices to monitor contractor performance; ensure compliance with contract terms; resolve issues; and perform contract closeouts.**

Ability to perform vendor management and acquisition planning activities.**

Ability to communicate in writing.**

Ability to interact collaboratively with others and provide consultation or liaison services.

Ability to research, analyze and interpret data related to issues or problems with the acquisition of goods and services.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
