Duties

Manages the clinical services, technical requirements, business operations, and regulatory activities related to the delivery of health services via telehealth platform, innovative health technology and health informatics.

Responsible for establishing and implementing the strategic plan, policy, program and standards of care for health care services delivered via telehealth platform including internal telehealth services(health services delivered between two or more Bureau institutions) and external telehealth services (health services delivered between a community-based vendor and Bureau institutions).

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health career field. This work may have been performed in an operating healthcare facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination administrative, clinical or other service activities and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems.
  • Regulations and standards or various regulatory and credentialing groups.
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicants must also possess:
  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities.
  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

Some examples of the qualifying specialized experience are:
  • Led, or was integrally involved as a subject matter expert with one or more health informatics, health technology, or health services related programs or projects that had agency-wide impact, and advanced automated support and/or process efficiencies for primary users responsible for delivering health care services.
  • Conferred with vendor technical experts as a Contracting Officer Representative or agency technical expert to identify and resolve problems related to software or hardware failures.
  • Developed, assessed, analyzed, or implemented plans for information and/or health care device technology or technology process (e.g., DEA Controlled Substance Ordering System (CSOS)) projects that required project objectives, assignment of team tasks, processes, technologies and systems, specifications, schedules, funding, and staffing.
  • Designed, developed, selected, tested, implemented and evaluated new or modified health informatics solutions or data structures to support health care professionals and their computer and technology interactions within health care contexts.
  • Acted as an adviser to senior health care leadership on existing or emerging health technology for multiple sites, including addressing viability, long-term suitability, compatibility, and/or safety.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $158,541 per annum ($75.97 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
