This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:
  • Performs technical assignments in support of research, development, and planning activities involving new designs for expansion of Energy Management Systems (EMS) in the Pentagon.
  • Provides Direct Digital Control (DDC) technical support at various alterations sites for new or expanded EMS by working with A-E personnel on design parameters and component requirements for each EMS.
  • Coordinates installation central monitoring and alarm handling of EMS, providing remote and on-site data analysis of complex DDC controls.
  • Serves as a Contracting Officer Representative (COR), for monitoring and evaluating the performance and quality of the Pentagon Facilities Related Control System (FRCS) upgrade, energy conservation, and SCADA projects, task orders, contractor operations, and performance of the O&M sections contracted maintenance requirements.

  • This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft
  • Must possess and maintain Universal Environmental Protection Agency (EPA) Certification and DAU Contracting Officer's Representative Certification within 1 year of employment
  • The incumbent is required to pass a pre-employment and yearly physical examination for this position
  • The duties of this position require one to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • This position requires the employee to work rotating shifts, weekends, overtime, holidays and may be subject to call 24 hours a day.
  • Incumbent must be able to lift at least 50 pounds.
  • Position is designated as a MISSION ESSENTIAL. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations.
  • Mission essential employees are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
  • The incumbent is required to wear special protective clothing and using protective equipment such as, safety harness, gloves, hard hat, respirator, safety shoes, etc., while working in hazardous areas.

You may qualify at the GS-7 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-5 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: performing work involving the construction of electrical, electronic, HVAC, or control systems, or the verification of quality on such construction projects.
OR

Education : One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as in electrical engineering, electronics engineering, or electronics technology. (Note: You must attach a copy of your transcripts for verification.)
OR
Superior Academic Achievement : Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages.

You may qualify at the GS-9 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-7 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) performing work involving the construction of electrical, electronic, HVAC, or control systems, or the verification of quality on such construction projects, AND 2) performing maintenance of facility related controls systems or mechanical systems, interacting with customers, and making decisions that impact performance of systems.
OR

Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as in electrical engineering, electronics engineering, or electronics technology. (Note: You must attach a copy of your transcripts for verification.)
OR
Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements

One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to 1) installing, troubleshooting, verifying performance and/or commissioning of building automation systems, industrial control systems, production automation systems, programmable logic controllers (PLC), or other specialized electronic systems AND 2) reading and interpreting technical documentation, drawings, and schematics.
OR

Education: Have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as in electrical engineering, electronics engineering, or electronics technology. (Note: You must attach a copy of your transcripts for verification.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to 1) installing, troubleshooting, verifying performance and/or commissioning of building automation systems, industrial control systems, production automation systems, programmable logic controllers (PLC), or other specialized electronic systems AND 2) reading and interpreting technical documentation, drawings, and schematics AND 3) performing technical data gathering and reporting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
