Duties

As a/n Student Trainee (Energy Industry Analyst), some of your typical work assignments may include:
  • Assisting in the analysis of factors affecting the revenue requirements or rate calculations of electric utilities, gas pipelines, or oil pipelines.
  • Assisting in preparation of reports and discovery in cases set for hearing and settlement judge procedures.
  • Attending Case Team meetings, and displaying interpersonal skills by interacting effectively, tactfully, and cooperatively with all team members, and routinely keeping the Case Team Leader, team members, and the Branch Chief informed concerning individual team assignments.
  • Assisting in the preparation of a variety of documents, charts, graphs, and other material used for litigation and settlements in electric utility or natural gas or oil pipeline cases.

You must meet all eligibility and qualification (experience and/or education) requirements by the end of the Spring 2022 semester.

Qualifications

Eligibility : In order to be eligible for our Pathways Internship Program, you must:
  • Be accepted for enrollment or enrolled and seeking a degree or certificate in a qualifying educational institution on a half- to full-time basis (as determined by the educational institution); AND
  • Meet the definition of a student throughout the duration of your appointment; AND
  • Meet the qualification standards (e.g., series and grade).

You can qualify based on your education, OR one full year of specialized experience at or equivalent to the GS-03 level, OR have a combination education and experience. Specialized experience is defined as: Proficiency with Microsoft Excel and Word.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

This position has an education requirement (as referenced in the "Qualifications" section) and therefore, transcripts and/or proof of enrollment are required. The duty location of this position is in Washington, DC. Based on our current operating status, FERC employees are teleworking as opposed to coming on-site. When it is determined that our agency will be moving to the reopening phase of our Reconstitution Plan, the expectation will be to physically return to the office in Washington, DC. Telework days and any waiting period for eligibility will be determined at that time.

If selected for this position, you will be required to:
  • Complete a Declaration for Federal Employment (OF-306) to determine your suitability for Federal employment.

  • Attend a mandatory ethics training. We are governed by the Office of Government Ethics (OGE) Standards of Conduct, the criminal conflict of interest statutes, and FERC's supplemental ethics regulation, which specifically prohibits FERC employees from holding certain energy-related securities. To comply with these regulations and statutes, divestiture of these securities may be required after you begin employment. See 5 C.F.R. 2634-41; 18 U.S.C. 201-208; 5 C.F.R. 3401. If selected, you may also be required to file a financial disclosure statement within 30 days of appointment.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C, or Non-Career SES employee in the Executive Branch.
  • As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). FERC will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.
